About this file

This document is Amendment 0002 to Solicitation 36C25026Q0637, issued by the Department of Veterans Affairs Network Contracting Office 10 in Cincinnati, Ohio, effective July 30, 2026. The amendment provides clarifications and answers to questions regarding an Emergency Generator Preventive Maintenance Services procurement.

The solicitation uses NAICS code 811310 for the entirety of the procurement for small business size standard evaluation and contractor classification purposes. Regarding fuel and oil laboratory analysis specifications, the contracting officer clarified that ASTM D975 testing for #2 diesel is required for regulatory compliance, along with ASTM D6468 for fuel stability testing (which includes the ASTM D2709 water/sediment test as part of its criteria). For oil analysis, standard spectrographic testing covering viscosity, soot, fuel dilution, and wear indicators is sufficient without additional specialized parameters. Fuel samples may be collected at any time within the testing window, while engine oil samples should be taken prior to oil changes to properly assess generator operating conditions over the preceding year. All other terms and conditions of the original solicitation remain unchanged.

Questions and Answers

Solicitation 36C25026Q0637-Emergency Generator Preventive Maintenance Services

RFI 1: Primary NAICS Code Clarification

1-Could the Contracting Officer please clarify the NAICS code 811310 is designated for the entirety of this procurement for SAM.gov size standard evaluation and contractor classification?

1a-Yes, the selected NAICS code 811310 is designated for the entirety of the procurement.

RFI 2: Fuel and Oil Laboratory Analysis Specifications

1. (Fuel): What specific fuel testing standards are required (e.g., standard ASTM D2709 for water/sediment, or full ASTM D6468/D7462 stability testing)? ASTM D975 testing for #2 diesel is required for regulatory compliance AND ASTM D6468 for fuel stability. ASTM D2709 test is included in the ASTM D975 test criteria.

2. (Oil): Is standard spectrographic analysis (viscosity, soot, fuel dilution, wear metals) sufficient, or are additional specialized laboratory parameters required; please specify ASTM standard(s)?

Standard testing for viscosity, soot, fuel dilution and wear indictors is sufficient.

3. (Order of Operation): Should fluid samples be collected before or after annual PM/load bank testing? Fuel samples may be taken at any time within the testing window. Engine oil samples should be taken prior to the oil change in order to assess generator operating conditions over the preceding year.
