About this file

This is Amendment 0009 to a Request for Information (RFI) for Triennial Electrical Inspection Services at Columbus VA Medical Center. The amendment was issued by the Department of Veterans Affairs, Network Contracting Office 10 (Columbus, OH) on March 16, 2026, with an effective date of June 17, 2026. The solicitation number is 36C25026Q0318, and the proposal due date remains June 23, 2026, at 2:00 P.M. EST. Proposals must be submitted electronically to Brian Kish at Brian.Kish@va.gov. The contracting officer reference is VA-VHA-RPOC-2022-96247.

The amendment addresses two critical RFIs that have been incorporated into the solicitation. First, regarding the Tri Annual Device List for Testing containing approximately eighty-three items, the VA clarified that all items require preventative maintenance performed according to NFPA 70B and ANSI/NETA MTS-2019 standards (sections 7.0 to 8.0). The eleven highlighted items must also be tested per NFPA 70B guidelines to confirm equipment is properly operational per manufacturer design. Second, concerning protective relays, the VA clarified that offerors should assume every breaker exceeding 200 amperes identified on the equipment list has an integrated delay function. All other terms and conditions of the original solicitation remain unchanged.

CONTINUATION PAGE

1. The Tri Annual Device List for Testing spreadsheet shows approx. eighty-three items on the list but then has the following note at the top of the spreadsheet.

“Perform maintenance according to NFP 70B for the highlighted Breakers, ATS and Disconnects below”

Per the note, we are to focus and perform “maintenance” on only the eleven items that are highlighted on the list? Are these items broken or do they require additional attention / parts to repair them?

VA RESPONSE: All the items on the list are important and are required to be focused and maintenance performed. The eleven highlighted items are required to be tested per NFPA

70B guidelines.

Agency Expectation is to complete all work listed following “At a minimum the work shall include the following” under 1.2 Specific Tasks in the Combined Synopsis/Solicitation

Notice under (36C25026Q0318)

All eighty-three items plus the eleven highlighted items mentioned need to have preventative maintenance performed according to NFPA 70B, Attachment 2 ANSI/NETA

MTS-2019 7.0 TO 8.0, the highlighted 11 items are in working order to the best of Agency knowledge. However, this Triennial Electrical Inspection solicitation, including the updated SOW, is to confirm equipment is properly operational per manufacturer design.

Offerors are required to complete all items outlined the Updated SOW for the Triennial

Electrical Inspection Procurement.

2. SOW requires services on relays; however, no relay quantity is mentioned in the provided equipment list. Can you confirm if protective relays are included in this solicitation? If yes, please provide the quantity.

VA RESPONSE: Offerors should assume that every breaker > 200A identified on the equipment list has an integrated delay.
