NOTICE OF INTENT TO SOLE SOURCE
ModuMax Sterile Instrument Storage System
The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of RFO - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 337127 with a small business size standard of 500 employees. The VA intends to solicit and negotiate with Distribution System International, Inc., located at 25901 Commercentre Drive., Lake Forest, CA 92630 through one of their distributors, as a Service-Disabled Veteran Owned Business (SDVOSB) set-aside, for the acquisition of the ModuMax Sterile Instrument Storage System.
The Department of Veterans Affairs, CLE VAMC, requires a purchase order for the procurement of a ModuMax Sterile Instrument Storage System. Standard shelving and fixed storage systems are inadequate for safely managing the volume, weight, and movement of surgical instrument sets within a high-acuity Sterile Processing Department. The ModuMax CTS+ modular storage system is being acquired to replace the existing carousel and provide an enclosed, mobile, high-density method for storing and transporting surgical instrument trays. The system consists of reconfigurable storage towers with adjustable solid shelving that protect sterile inventory from dust, debris, and incidental contact while improving organization, accessibility, and workflow efficiency in support of timely surgical readiness.
The unique features and capabilities of the ModuMax system include:
· Modular, Reconfigurable Design: Storage towers are fully modular and adjustable, allowing configuration for varying tray sizes and volumes.
· Enclosed Shelving for Sterile Protection: Solid shelving and enclosed modules protect sterile instrument trays from dust, debris, and incidental contact.
· Mobile, High-Density Storage: The system allows safe movement of instrument trays throughout the Sterile Processing Department without compromising sterility.
· Workflow Efficiency: The design improves accessibility, organization, and overall workflow, supporting timely surgical readiness and patient care.
· Durability and Reliability: Engineered to handle repeated use in a high-volume surgical environment, ensuring long-term performance and minimizing maintenance downtime.
Procurement implications / risk statement:
· Substituting a non-OEM or commodity mattress would likely eliminate in-bed therapy modes (CLRT, P&V), break the StayInPlace synchronization, and remove advanced microclimate control — compromising the clinical intent to reduce pressure injury risk, treat pulmonary complications, and support early mobility in ICU patients.
· To preserve clinical outcomes and warranty/maintenance support, the requirement should specify fully manufactured, ready-to-install Progressa+ surfaces compatible with the CLE VAMC Progressa bed platform, sourced through Baxter (Hill-Rom) or Baxter-authorized distributors.
· Recommended solicitation phrasing to protect performance and competition: require exact model numbers/configurations (Essential/Advance/Accelerate or the Progressa+ surface part numbers), OEM interface compatibility, inclusion of installation and acceptance testing by an authorized Baxter/Hill-Rom service representative, and proof of distributor authorization or OEM certification from the seller. This approach preserves competition among authorized dealers while ensuring the CLE VAMC receives the integrated therapy surface necessary to meet clinical goals.

Other persons may identify their interest and capability to respond to this requirement by Monday, February 2, 2026, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
