PERFORMANCE WORK STATEMENT (PWS)

Updated 12/27/2025

Veterans Integrated Service Network (VISN 10)

Processing of Pending Outpatient Prescription Orders in the Federal Electronic Health Record (EHR) with Oracle Health

1. PURPOSE

The purpose of this contract is to ensure continuity of outpatient prescription processing by providing virtual/remote pharmacist services to process and complete pending outpatient prescription orders in the Federal Electronic Health Record (EHR) with Oracle Health for VISN 10, thereby supporting the timely and accurate delivery of prescription benefits to Veterans.

2. SCOPE

VISN 10 requires the services of a non-VA Contractor to process and complete pending outpatient prescription and supply orders in the Federal EHR when instructed by the home VISN 10 facility. This is a "requirements" contract with no guaranteed minimum value over its life. The contract will ensure that Veterans in the VISN 10 catchment area continue to receive their outpatient prescriptions in a safe and timely manner during and after their transition to the Federal EHR system.

NOTE: The Government reserves the right to add or remove any additional Medical Centers, Community Based Outpatient Clinics (CBOCs), or other facilities to the contract as they become available. Furthermore, the Government reserves the right to add, increase, or decrease the number of prescriptions, hours, or other directly attributable items to allow for fluctuations of client demand that are otherwise unknown at the time of solicitation. The total contract value may increase up to 20% of the base award.

PERIOD OF PERFORMANCE

· BASE: 2/16/2026 – 2/15/2027

· OY1: 2/16/2027 – 2/15/2028

3. INTRODUCTION

Veterans Integrated Service Network (VISN) 10 is comprised of 10 medical centers, an ambulatory care clinic, and a network of Community-Based Outpatient Clinics (CBOCs). VISN 10 provides patient-centered care to more than 685,000 Veterans throughout the lower peninsula of Michigan, Ohio/Northern Kentucky, and Indiana.

The Columbus VA Ambulatory Care Clinic transitioned to a new Federal Electronic Health Record (Federal EHR with Oracle Health) in April 2022. The remaining VISN 10 facilities are currently scheduled to transition to the new Federal EHR beginning in April 2026 through October 2026. Based on the previous transitions (inside and outside of VISN 10), it is anticipated that outpatient prescription order processing efficiency will significantly decrease by up to 60-70%.

VISN 10 facilities have been able to add some additional pharmacist support to mitigate the efficiency concern. However, it may not be enough to maintain current service levels. Comprehensive support plans have also been proactively established that include cross-training pharmacists from other VA’s (both inside and outside of VISN 10) to support VISN 10 facilities during and after their transition. As a final contingency, VISN 10 would like to award a contract for external-VA pharmacists to process outpatient pending prescriptions in an emergent situation to ensure that Veterans in the VISN 10 catchment area continue to receive their outpatient prescriptions in a safe and timely manner.

VISN 10 has identified the need for a non-VA Contractor to process and complete pending outpatient prescription and supply orders in the Federal EHR when instructed by the home VISN 10 facility. VISN 10 would like a “requirements” contract awarded so that there is no guaranteed minimum value over the life of this contract to the contractor. The government makes no guarantee of a minimum number of orders or value. While this contract does not guarantee a minimum value, the selected vendor, with adequate performance maintained through the lifespan of this contract, would gain valuable experience for future VA contracting opportunities, particularly as other VA facilities and VISNs navigate the Federal EHR transition and related support needs.

If a need arises the Contracting officer will issue a Task Order for a participating VISN 10 facility. The Task Order will require that the vendor provide a specific amount of pending outpatient prescription orders be processed per day for a specified period of time or if a facility queue exceeds a specified threshold to help get the queue to a more manageable level. No services shall be placed or provided until a task order is signed and awarded by the Contracting Officer.

1. General Responsibilities:

a. Provide virtual/remote pharmacists to safely and accurately review, process, and complete pending outpatient medication or supply orders as requested by the home VA facility.
