About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office in Ann Arbor, Michigan on January 15, 2026, for solicitation 36C25026Q0160. The amendment provides questions and answers submitted by industry regarding radioactive waste removal and disposal services at the Richard L. Roudebush Veterans Affairs Medical Center in Indianapolis, Indiana. The contracting officer is Kristina L. Peart.

The amendment clarifies that this is a brand new contract (though similar services were previously provided via government credit card orders) with no site visit offered since work is limited to loading dock pickup. Two contract line items (CLINs) are involved: CLIN 0001 covers sealed radioactive sources up to 200 pounds annually (priced per job, not per pound), including sources such as Ge-68 PET rods and phantoms, Co-57 flood and point sources, and occasionally Gd-153 rod sources; CLIN 0002 covers patient treatment waste byproducts and other radioactive materials stored in containers of 2 gallons or less, including Y-90 TheraSphere waste, plastic wrap, paper from Lu-177 or I-131 treatment areas, and unused radioactive vials contained in red biohazard sharps containers or trash bags up to 20 gallons. Pricing will be evaluated on a per-job basis without emergency removal services included. Contractors must provide current NRC, DOT, EPA, and state licensing documentation along with required training credentials at quote submission. Historical waste data for the past 24-36 months has been provided as attachments to support offerors' proposals, and all waste materials will be picked up at a single central location—the loading and receiving dock.

Questions and Answers Regarding 36C25026Q0160

1) QUESTION: Will a site visit be offered?

ANSWER: The Government has determined a site visit would not provide any value for industry, as this contract only requires the contractor to pick up waste from the loading dock. Therefore, a site visit will not be offered.

2) QUESTION: Is this a brand new contract or is there currently an incumbent performing these services? If so, please provide the current contract number?

ANSWER: Similar services have been provided to this facility via Government credit card orders in the past, however this is a brand new contract.

3) QUESTION: Can the VA provide all the historical data on the waste disposal of each CLIN 0001 (broken down by Isotope and weights) and CLIN 0002 for the last 24 months?

ANSWER: Historical data has been attached to this solicitation amendment.

4) QUESTION: CLIN 0002 sounds like they are describing Chemotherapy items, is this actual product that registers on a survey or is this trace products?

ANSWER: This is Y-90 TheraSphere waste that includes the catheter, towels, tweezers, etc. that is inside of a ½ gallon plastic container. It also may consist of plastic wrap and paper from Lu-177 or I-131 patient treatment rooms and restrooms that are contained in 4-20 gallon trash bags. It may be unused vials of any of Y-090 or Lu-177 as well. This is waste that may have a carrier added (long-lived contaminants) that cannot be decayed in storage. There is no chemotherapy waste involved.

5) QUESTION: In regards to section 2.g of the SOW “Any patient treatment waste byproduct material with Atomic Numbers 1-83, 88 and 89 in any form that includes unused radioactive unit dose vials (aqueous liquid) or patient radioactive waste (Biological/Sharps) not to exceed 50 pounds.” Are the sharps contained in a yellow sharps container?

ANSWER: The sharps are contained in a red biohazard sharps container. The containers are usually 2 gallons or less in size.

6) QUESTION: What size containers is the facility currently utilizing for CLIN 0002?

ANSWER: The facility typically uses 2 gallon or less containers.

7) QUESTION: Does the facility have a current inventory of sealed sources onsite by isotope?

ANSWER: Yes, this is included as a chart within the SOW that lists all the current sources.

8) QUESTION: How is the facility currently managing the sealed sources while waiting for disposal?

ANSWER: Sealed sources have been sent out via a waste broker in the past. There are currently several in storage waiting for the award of this new contract.

9) QUESTION: Does the facility require the contractor to provide an initial round of containers to be placed for accumulation and segregation of isotopes for future disposal?

ANSWER: The facility has storage containers that will remain onsite. Containers must be provided by the vendor at the time of removal.

10) QUESTION: Where is the contractor required to pick up the waste materials (i.e. one central location or multiple sites)?

ANSWER: All containers will be picked up at the loading/receiving dock located at the Richard L. Roudebush Veterans Affairs Medical Center (VAMC).

11) QUESTION: What are the sizes of containers historically utilized for CLIN 0002?

ANSWER: The facility historically has used 2 gallon or less containers for CLIN 0002.

12) QUESTION: What are the exact number of sealed sources that the facility is planning on shipping? We will need this information unless the VA wants a flat rate for a shipment of up to all sealed sources, since not all sources have the same cost.

ANSWER: The exact number of sealed sources will vary from year to year, but it will usually consist of 4 Ge-68 PET rod sources, 2 Ge-68 PET phantoms, 1 Co-57 flood source, and 2 Co-57 point sources annually. Every other year there is typically 2 Gd-153 rod sources. All these sources are for gamma camera and PET QC. Model numbers can be found within the SOW. There may occasionally be very small rod sources for well counter QC, such as Cs-137, Ba-133 and Na-22 sources that are in the nCi or uCi ranges. There may be small disc sources that require removal and disposal as well. The discs and small well-counter rods are not common and should not require annual removal.

13) QUESTION: If the contractor quotes up to 200 pounds per year and the facility does not ship that, is the facility expecting a reduction in cost?

ANSWER: No, the solicitation is requesting offerors to quote a price per job for CLIN 0001 (not price per pound).

14) QUESTION: If the facility ships more than 200 pounds per year, will there be a unilateral modification to overage amounts?

ANSWER: No, a unilateral modification would not be issued. If the facility required the removal and disposal of more than 200 pounds of sealed sources, any potential increase would be handled via a bilateral modification on this contract or via a separate contract vehicle.

15) QUESTION: We understand waste volumes and types fluctuate year to year, but is there some sort of waste inventory we can base our proposal on?

ANSWER: Historical data has been attached to this solicitation amendment.

16) QUESTION: Will the RFQ include estimated annual quantities, waste forms (liquid vs solid), container types, and typical isotopes? Or should offerors rely on historical usage assumptions?

ANSWER: Historical usage (attached to this solicitation amendment) should be used for estimation purposes; however actual waste will vary slightly from year to year. The attached historical data includes a document with current RAM sources that are ready to ship, as well as all current sources that could potentially need removal in the future. The attached historical data also lists all the different RAM items, including patient RAM waste over the past three (3) years.

17) QUESTION: Does the VA anticipate evaluating pricing on a per-pickup, per-container, per-pound, or hybrid basis? Will a standardized pricing schedule be provided with the RFQ?

ANSWER: The Government will evaluate pricing on a per job basis, as indicated within the CLIN descriptions on the solicitation.

18) QUESTION: Will NRC/DOT/EPA/State licensing and disposal facility documentation be required with the quote submission or verified prior to award?

ANSWER: Yes, please refer to the licensing requirements listed within the SOW. Additionally, please refer to the list of licenses and training credentials required to be submitted with the quote found within provision 52.212-2 Evaluation- Commercial Products and Commercial Services (pages 50-51 of the solicitation).

19) QUESTION: Will the scope include emergency or unscheduled removals? If so, should these services be priced separately?

ANSWER: No, there will not be any emergency or unscheduled waste removals as part of this contract.
