About this file
This is an Amendment to a Solicitation (Standard Form 30) and accompanying Questions and Answers document for a hospital linen laundering services contract issued by the VA Northeast Ohio Healthcare System, Louis Stokes VA Medical Center. The solicitation is a Full and Open Competition Request for Quote (RFQ) with a NAICS code of 812331 and a small business size standard of $41.5 Million. The contract covers linen laundering services for the main hospital and Community-Based Outpatient Clinics (CBOCs), including uniform management, cart preparation, and delivery logistics.
Key details include a transition from an incumbent vendor on 4/1/2026, a 72-hour safety stock requirement, and monthly invoicing in arrears. The vendor is responsible for all vehicles, transportation, and route logistics. Uniform requirements specify Landau brand or equivalent with COR approval, with replacements authorized every two years. Delivery involves pre-making carts by floor/function with VA staff loading, and the VA owns the distribution machines. The solicitation provides attachments for uniform counts, CBOC locations, and linen counts to support vendor quotation preparation. The response deadline is extended to 01-16-2026 at 13:30 EST.

Joshua.Kovar@VA.gov
1. Can you provide the full list of CBOC service sites (with addresses, anticipated weekly or monthly pickup/delivery frequency, and volumes) included under this solicitation?
a. Please see PDF CLE CBOC Counts
2. What are the estimated monthly volumes (in pounds and item counts) for clean linen, soiled linen pickup, and specialty items (e.g., patient slings, mops, uniforms) for the first year of the contract?
a. All of the estimated counts are included in the Price-Cost_Schedule.
3. For each site, what are the required delivery/pick-up time windows (especially for the Cleveland VAMC’s early morning delivery), and are there any required service days beyond Monday through Saturday?
a. All the delivery/pickup windows are included in the Performance Work Statement.
4. Is there an incumbent contractor currently providing these services, and if so, will there be a transition/cut-over period or incumbent wrap-up responsibilities?
a. Yes there is an incumbent vendor that will be servicing the contract until 3/31/2026. The transition to the new contract will take place on 4/1/2026.
5. Will the contractor (and subcontractors) be responsible for all fleet vehicles, carts, transportation, and route logistics for all CBOCs, or are some site logistics already provided by the VA?
a. Yes, the contractor is responsible for all vehicles, carts, and transportation for the entire contract.
6. Are there any socio-economic participation goals (e.g., small business, minority-owned, women-owned, HUBZone) or subcontracting plan requirements beyond the standard FAR 52.212-2 evaluation factors?
a. No.
7. How are performance metrics (timeliness, cleanliness, packaging accuracy, equipment calibration, reporting) verified (inspection frequency, audit methods), and what are the associated penalty/deduction provisions for non-compliance?
a. Contract deficiency reports (CDRs) will be issued for non-compliance items, if there are enough CDRs a
CURE notice will be issued which may lead to a termination. Or the Government may not exercise an option.
8. Is the pricing schedule strictly firm-fixed price for all CLINs, or is there an adjustment mechanism for volume fluctuations (e.g., +20% surge) and how is that structured within the CLINs?
a. The schedule is based on estimates and does not consider any “surge”. If a surge happens then we will issue a contract modification to increase the counts as required up to the 20% stated in the PWS.
9. Are there dedicated line items (or pricing worksheets) for the specialized services (patient slings, mops, uniforms, surgical linen) or are they embedded in general linen categories? Will a draft of the price schedule be made available?
a. the price sheet has the base items listed in column E and the special services in column H. For example, if your scrub shirt cost is 2.5 per unit you would enter that into Cell E8. If you had special washing costs of 1.05 you would enter that into Cell H8. The E8 cell is for 0002AB and the
H8 cell is for 0002AC as referenced in the pricing sheet.
10. What are the billing and invoicing procedures (monthly, per delivery, site-based), and how are loss/damage charges defined (if any) under this contract?
a. Invoicing is monthly in arrears. Any loss charges will be invoiced against the loss charges clin. You can send 1 invoice however it must be broken by CLIN/SLIN in the contract.
11. Is there any way we can get a breakdown of how much linen each Facility. This will help us understand of how much product each Facility is using.
a. Please see PDF CLE CBOC Counts.
12. Uniform Brand & Model - Is Landau required exclusively for all applicable roles in Cleveland, or are equivalent brands acceptable with prior COR approval?
If equivalents are permitted, are there specific Landau lines, fabric weights, or material compositions that should be used as the quality benchmark?
a. Landau is the current vendor, any changes to the fabrics or lines must be approved by the Facility
POC prior to new uniforms being installed.
13. Uniform Types & Quantities
a. Please confirm the specific uniform pieces required (e.g., scrub tops, scrub pants, lab coats, jackets, etc.) by role.
b. Please see Uniform Counts PDF attachment
14. Is there a standard issue quantity per employee under Cleveland’s VA employee replacement program?
a. Please see Unform counts pdf attachment
15. Color & Style Standards
a. Are there designated colors, styles, or insignia/embroidery requirements that must be adhered to for Cleveland VAMC?
i. All uniforms, polos, provider coats are COG items and only need chipped by the vendor then laundered.
b. Should uniforms be provided on standard hangers or VA-specified hangers?
i. Standard hangers are sufficient.
16. Replacement Cycle Guidance
a. Can you confirm the expected replacement interval considered “fair wear and tear” under the
COR’s guidance?
i. Employees are authorized replacement uniforms every two years.
17. Approval Process for Equivalent Vendors
a. If proposing an equivalent to Landau, is there a formal submittal and approval process (e.g., samples, spec sheets) prior to implementation?
i. Yes, Samples are to be sent to the COR prior to changes being proposed.
18. Do the volume estimates provided represent the entire health system, including off-site locations, or are they specific to the main hospital only?
• If systemwide, can you identify which items are used at the main hospital versus off-site locations.
o All estimates are systemwide
• Can you also provide estimated poundage for the main hospital compared to the off-site locations?
o Poundage is system wide.
19. Are launderable laundry bags currently being used? If so, would you be open to fluid-resistant bags being direct billed per unit rather than billed by weight?
a. The government would be open to look at the change
20. Is the hospital purchasing all uniforms, including scrubs?
a. No
21. If uniforms and scrubs are purchased, does the cost per pound apply solely to laundering these items?
a. Cost per pound
22. For off-site locations, is pricing intended to be structured as a delivery charge per visit, or are you seeking pricing on a cost-per-pound basis?
a. The delivery fee per visit will be the cost to come to the offsite facility (Stop Fee). Items and poundage are pulled in from the main CLINS
23. For off-site locations, can you provide the specific items and estimated quantities delivered per visit? The
Price-Cost Schedule lists the number of visits per base period and year, but does not specify item types, quantities, or estimated poundage. This information is needed in order to accurately quote a cost per visit.
a. Please see attached PDF CLE CBOC Counts
24. Are you able to confirm current price per pound that you are paying.
a. No
25. We will be delivering to LSVA via Tractor trailer, Are we able to leave a trailer onsite and VA Staff load and unload or would we be docking and loading/unloading ourselves.
a. Vendor must offload at the dock.

a. At the main facility and all cbocs the Vendor will premake the carts by floor/function and VA Staff will load.
27. With regard to the alEX distribution Does the VA own the alEX machines or are they looking to rent from provider
a. The VA owns the alEx machines.
28. Will another visit time be assigned to tour the campus and understand what is needed, as the 12/11 visit has passed?
A. No additional site visits will be scheduled. The Government is on a short deadline to get the requirement completed.
29. Is there a safety stock level needed? I did not specifically see that in the proposal, however we know that
Pittsburgh facilities require a 72-hour buffer at all times.
a. The PWS Stated. Ensure a 48-hour par level on site to meet the 96-hour sustainability requirement. The PWS hereby changed to 72 hour due to the typo.
