1. Will equipment list be supplied for each line item?

2. When was the last 5 year inspection performed on the sprinkler systems?

Marion Campus - January 20 - 21, 2026 Fort Wayne Campus - - January 27 - 28, 2026

3. Are there any devices located in a pit? If so, how many?

There are no devices in the pit for both campuses

4. What are the manufactures of kitchen hoods? How many links are in these systems?

Ansul 4 links and ProChem 2 links. Canteen are Gaylord hoods and our 174 kitchen is Avtec hood.( Marion)

5. Can the kitchen hoods be serviced during normal business hours or do they need to be serviced after hours?

Must be served after hours only.

6. Is kitchen hood cleaning not included in scope of work?

Kitchen hood Cleanings are done on a separate contract.

7. Are there any areas that need to be inspected after business hours?

No

8. Can we be supplied a map showing the locations of all the Dampers?

We do not have a map of the dampers. Locations are listed on the attached spreadsheet.

9. Are the dampers electronic or fusible link?

Fusible 1 ELEC. (Fort Wayne) Fusible (Marion)

10. Are the stand pipes wet or dry?

Fort Wayne’s are wet. Marion’s are a mixture of wet and dry.

11. Is there a sprinkler pre-action panel in the MRI area and is it included in scope of work?

This is not included in the scope of work.

12. Are fire line backflows included in scope of work? If yes, how many are to be tested?

No, fire line backflows are not included in scope of work.

13. Can you please extend the bid date to 2/13/26 or later?

The solicitation response date will be extended to February 12, 2026

14. We would like to schedule a site visit for the above reference solicitation if one is not currently being setup already. Can you help us coordinate this? We understand the need for this to happen quickly. More information is required in order to accurately quote the fire alarm inspection, testing, maintenance & monitoring for this solicitation.

16. The Price/Cost Schedule is not consistent year over year. For example, the base year does not have line items for annual fire extinguishers, duct/heat/smoke detection, notifying devices, emergency notification, smoke detection shutdown of HVAC, etc., but they are included in option years. We see a note about fire hydrants to start in option year 1, but I don't see similar notes for the other equipment. Will the Price/Cost Schedule be updated so line items are provided for all services required at each campus? Or are we not required to perform some of these services in the base year?

Some tasks are not required during the option years which is why they were not included.

17. Will a site visit be scheduled to observe the existing conditions of the equipment covered under this contract? If not, who can we contact to setup a site visit?

An amendment was published that included information regarding the site visit.

18. Are as-built drawings available for the fire alarm and sprinkler systems covered under this contract?

The government will not be releasing drawings for the fire alarm and sprinkler systems.

19. Can you please provide previous inspection reports for all equipment and systems covered under this contract? Previous inspection reports allow offerors to accurately calculate pricing based on actual devices and components requiring inspection and testing.

The government will not be releasing previous inspection reports.

20. While previous inspection reports will provide a far more accurate depiction of the scope of work, if those will not be provided, offerors will require a complete and accurate inventory of all equipment covered under this contract to provide a fair and reasonable bid. Unfortunately, the information provided is not enough to bid this work. For example, are there 200 smoke detectors or 2000 smoke detectors, it identified the number of fire sprinkler "risers", however there's no indication of the quantity of flow switches and tamper switches on these systems. Please provide the quantities of the following devices (a site visit will not substitute the need for this information as it will not be possible to gather all these details during a short site visit):

0. Fire alarm control panels including manufacturer and model of each- will be provided after award

0. Annunciator panels- will be provided after award

0. Batteries broken out by size- will be provided after award

0. Power supplies- will be provided after award

21. On page 24 of the solicitation, item d states the first year of the contract is to include the 5-year testing requirements. However, the Price/Cost Schedule shows 5-year testing requirements are to be completed in Option Year 4. Can you please clarify and update either the scope of work or the Price/Cost Schedule to reflect the correct year these services are to be performed?

Please price according to the current Price/Cost Schedule. If correction is needed, it will be completed via a contract modification.

22. On page 25 of the solicitation, item g states hydrostatic flow testing of the standpipe at the Marion campus is due in January 2026. Can you please clarify this requirement as January 2026 has passed? Also, there's no line item in the Price/Cost Schedule for a standpipe hydrostatic flow test in the base year.- That information was included as background information only. It has already been completed. Please price according to the current Price/Cost Schedule. If correction is needed, it will be completed via a contract modification.

23. Will repairs be quoted separately and addressed through a contract modification? There is no line item in the Price/Cost Schedule for repairs; we typically see repairs handled through a NTE CLIN for parts and labor, or via contract modification once the inspections are completed and extent of repairs are known. – When a repair is needed vendor will submit a quote on issue and if we need the vendor to fix issue we will submit a modification to contract to have issue fixed. Once issue is fixed whether VA fixes issue or vendor fixes issue it states in contract vendor will come back and verify issue is fixed.

24. On pages 23 and 24 of the solicitation there is an "example" schedule provided, is this an example of what the schedule format should look like, or is this the current testing schedule? If this is not the current schedule, can you please provide the months when all semi-annual and annual inspection and testing is to occur for each building covered under this contract?

Current schedule is accurate, will work with Contractor in more detail once the contract is awarded

25. On page 23 of the solicitation, item 3 references verifying operation of smoke dampers and sliding fire doors. Can you please clarify we're not to physically inspect dampers and doors in accordance with NFPA 80 and 105, just that when the fire alarm system activates the dampers and doors operate as intended?

Dampers require inspection one year after installation and every 4 years thereafter (6 years for hospitals).

26. For inspection and testing work the requires an elevator technician, will the VA provide their own elevator technician who is contracted to maintain the elevators, or are we required to hire our own elevator technician? VA has a current contract with Elevator Tech HOWEVER it is the responsibility of the vendor to coordinate with the VA on what days the Elevator Tech will need to be here

27. Additional information regarding the kitchen hood suppression systems is required.

a. How many systems require inspection? Information provided on attached word document. Additional information will be provided after award

b. How many cylinders are there? Information provided on attached word document. Additional information will be provided after award

c. What are the sizes of each cylinder? Information provided on attached word document. Additional information will be provided after award

d. Who is the manufacturer of the systems? Information provided on attached word document. Additional information will be provided after award

e. How many fusible links broken out by temperature rating are installed on each system? Information provided on attached word document. Additional information will be provided after award

f. Can these be inspected during normal working hours?. – Can only be inspected after working hours.

28. On page 25 of the solicitation, Section III.D.i mentions changing fusible links on fire dampers. Can you clarify if a full damper inspection is required, or are you just looking for fusible links to be replaced?

Dampers require inspection for one year after installation and every 4 years thereafter (6 years for hospitals).

a. We'll need to know how many links, type, temperature, etc. to properly price the replacements. Information provided on attached word document. Additional information will be provided after award

b. This is listed under the requirements for elevator recall testing. Are we only to change fusible links on dampers in elevator shafts, or every fire/smoke damper in every building? Information provided on attached word document. Additional information will be provided after award

c. There is no line item in the Price/Cost Schedule for replacing fusible links, where should this be included or will a line item be added to the Price/Cost Schedule? If needed, services will submit a contract modification.

29. On page 27 of the solicitation, it states "The grid must be used for reporting of testing and shall contain the building number, the device/equipment type, and any problems encountered. The purpose of the grid is to maintain consistency in the reporting of the device/equipment tested, and to assure testing of all devices at the specified frequency." What is "the grid" and can you please provide an example for reference? Typically, inspections are reported on NFPA type forms and contain the required information for the Joint Commission. We are unfamiliar with "the grid".

The government will not be releasing previous inspection reports. Business that submit a quote on this contract VA recommends being familiar with NFPA and Joint Commissions standards in Fire Alarm Inspection and Testing.

30. On page 27 of the solicitation, Section XIII, Parts, states that unserviceable parts are to be replaced by the contractor on an exchange basis. Can you please clarify what this means? It is our understanding that any replacement parts will be paid for via contract modification or a not-to-exceed CLIN for replacement parts. We will not exchange an unserviceable part with a new part without being paid for the new part.

This is for accountability. When a part is replaced vendor is to give VA bad part to verify it was fixed.

31. On page 28 of the solicitation, it states $3M is required for property damage and personal injury liability, and it is in lieu of the requirements in paragraph 23. We believe this refers to the requirements in paragraph 25 which outline different insurance requirements. We believe based on several comparable contracts performing these exact services at other VAs across the country that a requirement of $3M is unnecessarily high for the work being performed. The requirements defined in paragraph 25 on page 29, as well as C.4 Supplemental Insurance Requirements on page 37, directly align with the typical insurance requirements found in comparable contracts (reference contract awards #36C25625P0883, 36C25620P0134, 36C24224P1563, for the same size and scope of services). Will the government revise the insurance requirements to numbers identified in paragraph 25 on page 29 of the solicitation?

NO This would be 1.5M per facility, we are not changing this requirement

32. Will you allow for follow up questions once answers to these questions and a site visit is conducted to allow offerors to ask additional questions once we better understand the scope of work? With as many questions as we have now, the responses may generate additional critical questions.

The government will determine at a later date if follow-up questions will be addressed.
