About this file
This document is an Amendment of Solicitation/Modification of Contract for a Request for Quotes (RFQ) issued by the Department of Veterans Affairs Network Contracting Office for Karl Storz endoscope maintenance and repair services. The solicitation (36C25026Q0020) seeks a contractor to provide repair and maintenance services for 287 owned endoscopes at the Louis Stokes Cleveland VA Medical Center, with NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. The RFQ is a firm-fixed-price purchase order with PRICE as the sole evaluation factor, and the contract will cover maintenance, repairs, exchanges, and priority turnaround times for medical equipment. Key details include a small business size standard of $34 Million, an FSC/PSC code of J065, and a focus on medical equipment maintenance and rebuilding services.
The amendment addresses six vendor questions, clarifying critical aspects of the solicitation such as: OEM authorization requirements, scope ownership (all scopes are owned, not leased), repair standards, turnaround expectations, and inventory management. Notable clarifications include that vendors must submit an authorizing letter from the Original Equipment Manufacturer (OEM), that all 287 scopes are owned by the Cleveland VA Medical Center, and that while specific turnaround metrics are not defined, the primary goal is minimizing equipment downtime. The solicitation is unrestricted, and while an inquiry was made about potential Service-Disabled Veteran-Owned Small Business (SDVOSB) considerations, no specific weighting was indicated.

1. Question - The Statement of Work references OEM-sourced parts and OEM-authorized product updates. To our knowledge, Karl Storz does not maintain independent repair facilities or authorize non-OEM service providers. Given this, will ISO 13485 certification, AAMI ST91 alignment, and documented repair/inspection processes (such as borescope inspection with formal release statements) be accepted as equivalent evidence of quality and safety compliance?
Answer – In accordance with the evaluation procedures described on page 54 of the solicitation, Special Standards of Responsibility apply to this solicitation. Extended instructions have been provided in the solicitation that explain the rules of the Special Standards of Responsibility: “Offeror’s must submit, with its quote, an authorizing letter or documents from the OEM demonstrating its “authorized status…”
2. Question – The CLIN descriptions reference “lease of Karl Storz equipment,” while the SOW notes coverage of both owned and leased scopes. Please confirm whether this agreement is intended to cover all Karl Storz scopes at the facility (owned and leased) or only leased assets.
Answer – The solicitation has been updated to correct the description of “leased” scopes. All scopes have been purchased and are owned by the Louis Stokes Cleveland VA Medical Center.
3. Question – Under FAR 52.212-2, can you confirm the evaluation criteria and their relative weights (e.g., technical, past performance, and price)?
Answer – Under FAR 52.212-2 for Solicitation 36C25026Q0020, PRICE is the sole evaluation factor.
4. Question – the requirement includes “priority turnaround time” for repairs and exchanges. Could you define the specific turnaround metric expected (e.g., number of days)? Are there penalties or credits if this metric is not met?
Answer – The specific tasks mention priority exchange and repair turn-around time. We do not have a specific metric defined. Our primary goal is to ensure the fastest response and resolution times possible to minimize equipment downtime. Eligible vendors are encouraged to provide details in their response to the RFQ that would aid the Government with their choice.
5. Question – The solicitation references an initial inventory of 287 scopes. Will a complete model/serial inventory list be provided? Additionally, how will pricing be adjusted if scopes are added or removed during the contract term?
Answer – The model numbers have been provided in the solicitation. Serial numbers will be used for tracking purposes.
This contract is being issued as a Firm-Fixed-Price Purchase Order. Any changes necessary will be reflected via bilateral agreement and issued on an SF-30 modification form.
6. Question - we would like to inquire if there will be any evaluation factors that will give weight to being an SDVOSB? We have seen factors in other bids that even if it is unrestricted, there is a consideration to SDVOSBs either as an eval factor or even “weighted” with a credit differential.
Answer – VAAR clause 852.215-70 was incorporated by reference. All clauses incorporated by reference can be found on page 36 of the solicitation.
See attached document: 36C25026Q0020.
