OFFEROR QUESTIONS AND GOVERNMENT RESPONSE:
Q1: Under 5.4 Work Scope, there is a section 5.4.5, Traumatic Incident Management (TIM). The TIM does not appear to be listed elsewhere or further expounded on. Are you able to quantify this service? I guess a more clear question is, is the intent that this service has an unlimited number of hours available, or is there an annual limit?
ANSWER: The term “Traumatic Incident Management (TIM)” was changed to “Critical
Incident Management (CIM) organizational listening and guidance sessions” estimated to be 1 to 2 hours in length for each session (see updated PWS dated 10/22/2024).
Q2: Can we get a better understanding of what the "Organizational Listening Session is, listed in 5.3.2, and listed in the pricing document?
Q2a: Can the government provide a short narrative or definition for an
"Organizational Listening Session"?
o ANSWER: The term “Organizational Listening Sessions” was changed was changed to “Critical Incident Management (CIM) organizational listening and guidance sessions” estimated to be 1 to 2 hours in length for each session (see updated PWS dated 10/22/2024).
Q2b: What is the intended outcome or result of these sessions?
o ANSWER: The intended outcome of CIM listening and guidance sessions is to hear the employee's concerns and provide guidance on how to move forward for employees to be able to take information back to their supervisors to modify processes. Furthermore, the employees get the opportunity to have a shared experience that may help them in overcoming the traumatic event.
Q2c: Are there topics for the sessions, or is this an open format?
o ANSWER: CIM listening and guidance sessions are usually by not always based on a collective traumatic event experienced by a group of people such as the unexpected death of a colleague, a Veteran's death, or a disaster in the community.
Q2d: If there are pre-set topics, is the government able to supply the topics required for the 14 required sessions, or at least a sampling of the potential topics?
o ANSWER: CIM listening and guidance sessions are usually by not always based on a collective traumatic event experienced by a group of people such as the unexpected death of a colleague, a Veteran's death, or a disaster in the community.
Q2e: Is the intent for these to be provided Live and on-site, or virtual?
o ANSWER: The CIM listening and guidance sessions are usually held virtually via
Microsoft Teams.
Q2f: Is there a specific length the sessions must be?
o ANSWER: Approximately 1-2 hours in length.
Q2g: What is the expected audience size or attendance of these sessions?
o ANSWER: Various sizes from anywhere from 2 to 250 people depending on the circumstances.
Q2h: For the sub-CLIN's 0002, 1002 and so on, what sort of notice from the government and timeframe to provide/execute the session would be required of the vendor?
o ANSWER: Response within 24 hours is expected by the contractor.
Q3: Again regarding the Traumatic Incident Management (TIM) listed in 5.4.5. In addition to the previous question regarding TIM, How many TIM events has the government used in the last 12 months, preferably quantified in total hours used, or alternatively quantified in number of TIM responses?
o ANSWER: Approximately 12 sessions were completed over the last year. See updated
PWS which removes TIM and replaces it with Critical Incident Management (CIM) organizational listening and guidance session.
o Q3a: Would the government consider making the TIM requirement a separate and optional CLIN (similar to CLIN's 0002, 1002) with "per hour" TIM pricing?
ANSWER: TIM was changed to CIM organizational listening and guidance sessions which is already established in the PRICE/COST SCHEDULE as optional CLINs 0002, 1002, 2002, 3002 and 4002.
Q4: Can you please provide the current utilization percentage for Dayton VAMC?
ANSWER: Approximately 5.59% utilization percentage of total employee population based on recent quarterly report.
