ADDITIONAL QUESTIONS REGARDING 36C25025Q0267:
1. Performance Work Statement states “This survey requires the services of a Certified Industrial Hygienist.” What is the role of the CIH? Are licensed inspectors with adequate experience acceptable in lieu of a CIH? Are other, related professional designations (such as CHMM or CSP), with appropriate asbestos licenses, acceptable substitutions? Yes, any of those designations listed will work.
1. Under Scope of Work, ACM is defined as materials that fall under EPA AHERA regulations. AHERA specifically excludes exterior materials, as well as furniture, fixtures and equipment. Are exterior building components, such as roofing materials, glazing and sealants to be included in this survey? Are other interior components, such as fume hoods and laboratory tabletops included in this survey? No to exterior. Fume hood, lab counters, window glazing, and fume hoods would count towards survey.
1. Scope of Work references use of AHERA material categories “good”, “damaged” and “significantly damaged”. The term “good condition” is not referenced in AHERA or NESHAP. Can “undamaged” be substituted? NESHAP regulations use the term “not in poor condition” in the definition of a Category I nonfriable material. Is the use of “not in poor condition” acceptable? 1. For numerical priority rankings, will the VA provide a scale? If not, is the Model Accreditation Program assessment category system acceptable? It is acceptable
1. Do the 6000 samples include layers? Yes, stratified samples
1. For samples which contain from less than one percent to ten percent asbestos, the Scope of Work suggests TEM analysis. TEM analysis of bulk samples is not an approved method under either AHERA or NESHAP. Is a point count using EPA 600/R-93/116 (which is the EPA required method) acceptable? No, we would like what the scope of work suggest.
9. Does the 10-year experience requirement for surveyors refer to the company performing the inspection or the individuals collecting samples? Yes
10. Ohio does not license building inspectors and management planners. Is an Ohio evaluation specialist license acceptable? Ohio does require a license.
11. Is an Ohio license required for proposal submittal? If a person has the appropriate licenses from another state, and is eligible for an Ohio license, can those licenses be submitted to demonstrate they are AHERA-accredited building inspectors, provided those individuals obtain an Ohio license prior to beginning this survey? Yes, must be licensed. It would be the contractor responsibility to know if they can write a report in Ohio.
12. Will the VA provide IT assistance to load information into the VA’s web-based facility management system? Report will have to be transferred from a USB flash device or hard drive.
13. Does the VA want every room in the scope area sampled per AHERA? Yes, unless it needs destructive sampling
14. For example, if a room has ceiling tile, floor tile and drywall do the VA want that room tested per AHERA 3-5-7 rule? Yes
