About this file
This is a Notice of Intent to Sole Source under Simplified Acquisition Procedures for 244 cubicle curtains (Neutralization Station CZ-SNAPPANEL - InPro Aloft Shadow, 66"w x 66"h Snap Fabric Panels) for the VA Healthcare System's Wyoming CBOC facility. The VA intends to award a firm-fixed-price contract with no option years to InPro Corp of Muskego, Wisconsin, citing urgent requirements after the facility's original curtains were lost during cleaning. The procurement is valued at $33,226.92.
The requirement is being processed through the Network Contracting Office (NCO) 10 in Kettering, OH, with delivery to the Wyoming CBOC in Michigan. Installation is not included in the scope. The sole source justification cites the need for exact snap spacing compatibility with existing mesh components installed by InPro in 2014. Interested parties must submit responses demonstrating clear advantages of competition by January 24, 2025, at 5:00 PM EST to Contracting Officer LouAnn Gilliland. The procurement falls under NAICS code 314120 (Curtain and Linen Mills).

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-25-AP-1468
1. Contracting Activity: Department of Veterans Affairs, Battle Creek requests a procurement for replacement Cubicle Curtains. The procurement request is being worked through the Dayton VAMC, Networking Contract Office (NCO) 10, 3140 Governor’s Place Blvd, Suite 100, Kettering, OH 45409. This procurement request is for the delivery to the VAMC – Wyoming CBOC, located at 5838 Metro Way, Wyoming, MI 49519.
2237#: 515-25-1-596-0136
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Cubicle curtains needed for the Wyoming Outpatient Clinic – Quantity = 244 / Installation is not required for this procurement.
Estimated Cost: $ 33,226.92
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is an urgent Sole Source request to replace 244 cubicle curtains for the the InPro EZE Swap panels in Inpro's Sheild Fabric, Aloft, Shadow material. InPro placed the mesh and snap cubicle curtains in the Wyoming CBOC in 2014, at the opening of the facility. Recently, all cubicle curtains were sent out to be cleaned and have never returned. A search was conducted by the cleaning service and the curtains cannot be found. The mesh part of the curtain is still usable and the snaps for the fabric portion of the curtain needs to match up perfectly for the curtains to operate properly. This can only be accomplished if the same brand of curtain is used, as different cubicle curtains have different spacing for the snaps, which would cause the patient curtains to not hang or operate correctly.
These cubicle curtains provide our veteran patients with much-needed privacy by creating a secluded space, allowing them to change clothes, receive treatments, or have private conversations with medical staff without feeling exposed to others. This can significantly contribute to their comfort and sense of dignity during their visit to the healthcare facility.
4. Description of market research conducted and results or statement why it was not conducted:
Vet Cert was searched using NAICS Code 314120, which provided 56 potential vendors. DSBS was also searched using the same NAICS Code and key word “InPro”, and this provided no vendors. In addition, eCMS, FPDS, GSA, SAM – Contract Opportunities, and SCMC were all searched, finding no additional vendors that can provide these specific cubicle curtains. Both the SBA/VA Rules of Two cannot be met for this urgent request. An intent to Sole Source will be placed on Contract Opportunities and award will go to the Small Business vendor, InPro, to provide the urgent request for the cubicle curtains.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
