About this file
This is an amendment file containing Questions & Answers for solicitation 36C25025B0004, a construction project to repair parking garage deficiencies at the John D. Dingell VA Medical Center in Detroit, MI. The Q&A addresses technical construction details regarding rebar placement, hole locations, sealant quantities, repair depths, crack repairs, and concrete work specifications. Key clarifications include confirmation that sealant measurements should be in linear feet (LF), guidance on repair depths of approximately 2 inches for certain details, and requirements for concrete repairs to extend 4 inches beyond unsound areas.
The amendment modifies the original solicitation which involves extensive repairs to precast concrete structures in North and South Parking Structures (Buildings 101 and 102). This is a $2-5 million SDVOSB set-aside project with a 305-day period of performance, requiring phased construction to maintain garage operations while limiting parking space removal to 500 spaces maximum across both garages. The work includes concrete topping slab repair, parking striping, structural repairs at column/girder connections, precast concrete surface work, and minor masonry repairs.

RFI Questions and Answers
Q: If there is rebar in the center of the hole location there is no lateral adjustment room and very little horizontal adjustment How should we handle this in the field?
A: We suspect that this is a non-issue because the through-bolt is roughly 5-1/2” from the inside face of the column and should clear the column corner bars. I recommend bidding the project as designed. If this condition is present, it may require redesigning the connection.
Q: Reference attached sketch – Can the hole in the connection plate be moved up approx. 2” to allow room for the coring machine?
A: Changing the dimension will alter the tension in the through-bolts and would require a re-design of the connection. We recommend bidding the project as designed for now. If not technically feasible, potentially the entire connector can be made taller to permit the bolt to be raised.
Q: A few of the KN4 sealant replacement items show a quantity in SF, please confirm that this should be LF?
A: Yes, LF.
Q: There are some keynotes missing quantities on some of the floor plans/framing plans. Can quantities be provided for these areas?
A. Quantities shall be verified prior to bidding.
Q: For Details 2 and 3 on S500, can expected repair depths be provided?
A. ½” or less for detail 2 and approximately ½” to 2” for detail 3.
Q: . On the beam/column/double tee drawings can the following be clarified for bidding purposes:
Keynote 1.1 – What repair size/depth should be included per location?
A. We recommend visiting the site to become familiar with the project conditions as part of the bidding effort. Refer to the Concrete Repair notes on Sheet S001 for repair sizing. In general, the repairs are required to extend 4” beyond areas of unsound concrete, be extended to expose uncorroded reinforcing steel, and result in a rectangular shaped repair area.
Keynote 3.2 – What repair size/depth should be included per location?
A. This is regarding the concrete encasement at the end of the double tee beam webs. Detail 1A and 1B show the repair extending the full height of the beam web. Detail 1A shows the repair extending 3 feet past a maximum removal area of 4 feet. The maximum total length of the encasement is therefore 7 feet.
Keynote 3.3 - What repair size/depth should be included per location?
A. This is regarding the double tee beam web repairs. We recommend visiting the site to become familiar with the project conditions as part of the bidding effort.
Keynote 4 – What length of crack should be included per location?
A. This is regarding injecting cracks at spandrel panels. We recommend visiting the site to become familiar with the project conditions as part of the bidding effort. The base bid scope includes injecting cracks on the spandrel beams that are greater than 25 mils in width.
Keynote 5 – What length of crack should be included per location?
A. This is regarding routing and sealing cracks in spandrel beams. We recommend visiting the site to become familiar with the project conditions as part of the bidding effort. The base bid scope includes routing and sealing cracks on the spandrel beams that are narrower than than 25 mils per Detail 4/S504.
Keynote 6 - What repair size/depth should be included per location?
A. We recommend visiting the site to become familiar with the project conditions as part of the bidding effort. The repair sizes will vary. Refer to the answer to Keynote 1.1 above as a similar answer applies.
Q: We were told that the pre-bid meeting sign-in sheet would be published in an amendment. Has the sign-in sheet or sheets been distributed. We are in need of it for subcontractor communication.
A. Posted in amendment 2 Pre Bid Attendance log posting to SAM.gov.
