DESCRIPTION

Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, NCO 10 intends to negotiate a sole source order under FAR Part 13. The VA Ann Arbor Healthcare System requires an order for a Protector XL Benchtop Hood in accordance with FAR 13. The purchase will include the following items:

6' Protector XL Benchtop Hood, 37.7" Spill Stopper Work Surface, 6'W x 36"D 24" Standard Base Cabinet Spectrum, Fiberglass Blower, 1HP, 12" Manual Duct Damper, 12" diameter

Dermatology Service requires the procurement of a Protector XL Benchtop Hood, from Thomas Scientific (vendor). The device sits atop a worksurface and above the linear stainer device, and using an internal charcoal filter, absorbs the noxious/toxic fumes which are emitted from the reagents used in staining the MOHS biopsy slides. The Benchtop Fume Hood is a stand-alone device; it does not connect to the VA network, and it does not have a hard drive nor any capability to save/store any PHI. The fume hood must be compatible, precisely, with the already acquired Epredia Linear Stainer. It must have all the attachments, match the proper dimensions for connections and mounting over the stainer device and on a worksurface, and have charcoal filter for reagent absorption. No other fume hood found met the requirements, than the product from Thomas Scientific required at the level of quality required because the supplies or services are unique or highly specialized; The fume hood must be precisely compatible/fitting with the Eprdia Linistat Linear stainer; this is the only device found to be compatible. All other fume hoods had different sizes and would not fit the existing linear stainer device. The material/service must be compatible in all aspects with existing systems presently installed/performing. Must have the proper dimensions and attachments to mount directly onto/in conjunction with this linear stainer. Dimensions must be 18 inches in height, no more or no less, with a slide capacity of 13 slides. All other fume hoods had different sizes and would not fit the existing linear stainer device. Therefore, Thomas Scientific is the only vendor which manufactures and distributes this device and carries such a device which will work as a fume hood in conjunction with pre-existing equipment.

The associated NAICS code for this procurement is 339112. The vendor will be Thomas Scientific 1654 High Hill Road, Swedesboro, NJ 08085.

A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:30 pm on Wednesday, July 3, 2024.
