About this file
This document is a slide deck containing a business case and requirements for a federal contract opportunity to provide an API feed showing drug shortages for the Department of Veterans Affairs (VA) VISN 10 medical centers.
The key requirements include: providing a daily data feed with minimum data elements such as drug name, NDC, shortage start/end dates, and reason; using valid and authoritative data sources like FDA and CDC; allowing a minimum of 1 API call per day; providing a standardized data format compatible with Microsoft Power BI; and ensuring compatibility with the VA network. The goal is to integrate the shortage data feed with internal dashboards to enable real-time inventory planning and patient care continuity. The related federal contract opportunity, Solicitation Number 36C25024Q0637, is a full and open competition for a commercial service under NAICS code 541513 with a small business size standard of $37.0 Million.

VISN 10 Drug Shortage API Business Case
Executive Brief: To have a data feed available for calling daily to retrieve list of medications on shortage for strategic planning of inventory management at VISN 10 VA medical centers.
Use Case: Integrating shortage API feed with internal dashboards monitoring inventory consumption to provide daily/real-time planning of inventory shortages for patient care continuity.
Goal / Vision
• Minimum data elements:
– drug name (including strength, dosage form, and volume)
– NDC (National Drug Code)
– Shortage start date
– Anticipated shortage end date
– Reason for shortage
• Data sources: must be valid and authoritative (ex: FDA, CDC). If using a third party connection to authoritative data sources, the data must be validated for authenticity and available for audit requests.
• Minimum of 1 API call per day, with more calls permissible for internal testing and development.
• One-way data retrieval; VA will not be providing return data.
• API data feed must be a standardized format with well-documented structure and schema (i.e. json, xml, csv, HL7).
• Must be compatible with Microsoft Power BI.
• Must be accessible for call from within VA network (i.e. data feed IP address not categorized as spam or phishing by VA networks; recognized as TIC-Trusted Internet Connection).
Requirements
Workflow Example
