Kristina L. Peart Contracting Officer Questions and Answers RFQ 36C25024Q0353
1. Question: Could you confirm if there is an incumbent for this contract? If so, could you share who the current service provider is? In addition, would like to know the award amount from the previous Contractor.
Answer: Yes, there is an incumbent performing these services. The current incumbent is Advant-Edge Solutions of Middle Atlantic, Inc. Current contract is 36C25024P0915 (short-term) in the amount of $5,966.00, previous contract was 36C25019D0016 (long-term) in the amount of $116,730.00.
2. Question: Who is doing the service right now? What is the old contract number?
Answer: Please see answer to question number 1.
3. Question: Are there any incumbents?
Answer: Please see answer to question number 1
4. Question: Do any of the facilities have a replace and reuse program; or is all waste to be destroyed?
Answer: Waste to be destroyed
5. Question: Is the maximum $178,000.00 per year?
Answer: No, it is for the entire five-year contract (Base, with four (4), one (1) year option periods.
6. Question: The location that generates 700 pounds per week, what type of containers are they putting into?
Answer: Plastic and cardboard containers. Chemo goes in cardboard containers.
7. Question: Do you want weekly pick-ups for the locations with larger amounts of waste?
Answer: Weekly as stated in the SOW for Marion and Fort Wayne.
8. Question: What type of containers are needed?
Answer: Plastic and cardboard containers. Chemo goes in cardboard containers.
9. Question: Is this relevant to the solicitation? This seems like it would be for equipment not required here.
· B.3 Price/Cost Schedule Information (paragraph one (1))– The contractor shall provide supervision, labor, tools, parts, materials, and equipment required to perform all – inclusive annual and six (6) year inspection, hydro/testing, maintenance, monthly and yearly inspection services in accordance with the Statement of Work.
Answer: This is not relevant to the solicitation. B.3 Price/Cost Schedule Information (paragraph one (1)) has been revised to the following.
· Contractor shall provide all necessary supervision, processing, equipment, supplies, packaging, labor/personnel, manifests, reports, and transportation services for the disposal of regulated medical waste in accordance with all local, state, and federal regulations.
10. Question: Maximum Contract Value – Is this $176,000.00 for the base year or a culmination of all options?
Answer: Please see answer to question 5.
11. Question: Our treatment facility is licensed to autoclave all waste streams, is incineration required for this contract?
Answer: Yes, certain waste would have to be incinerated such as chemo waste. Not all waste can go in an auto clave that I am aware. This would be more a question for the bidder “Can they properly dispose of the waste following state and federal guidelines?” This would have to follow federal/state requirement.
12. Question: Part II, Section B.3 in the Statement of Work. All waste streams are captured on one manifest. I believe this is what is being referenced, industry standard is to autoclave regulated medical waste, not incinerate. Please provide clarification that you’re looking for the waste manifest and not a certificate of incineration, but a certificate of destruction.
Answer: All waste that is being removed from the facilities needs to be on a manifest. Showing what was removed and the amount removed and treated/incinerated. A certificate of destruction will also be needed.
13. Question: Part II, Section B.4 in the Statement of Work. This requires a sharps waste log; however, this contract is not for reusable sharps. Do these facilities separate their sharps waste from their other RMW waste? Disposable sharps are considered RMW legally and are usually placed all in the same RMW containers. Please elaborate on this system’s process Answer: Current process has the sharps containers being separated. However, as long as these are removed and treated according to federal/state guidelines they should not need to be separated.
14. Question: Can you specify how many pounds of RMW, trace chemo and pathological waste there are by waste stream?
Answer: RMW is already stated in the SOW. These weights encompasses the total amount of all waste being removed.
