About this file
This document contains a special notice of intent to sole source an Artis Q Windows upgrade software project for the Department of Veterans Affairs Dayton VA Medical Center. The notice seeks to negotiate solely with Siemens Medical Solutions USA, Inc. to provide engineering services to upgrade a Siemens Artis Q system from Windows 7 to Windows 10 and provide associated training. The VA intends to award this non-competitive contract under the FAR 6.302-1 authority that only one source can satisfy its needs. The justification cites that Siemens possesses proprietary information for the upgrade and is the sole manufacturer of validated software for this equipment. The notice provides an opportunity for parties to identify their capabilities by January 24, 2024, but a determination to not compete the requirement is at the agency's discretion. The contracting office point of contact is provided for any inquiries.
