About this file
This combined synopsis/solicitation seeks software licenses, enhancements, maintenance, and support subscription services for 11 VA medical centers located in Ohio, Michigan, and Indiana. Products and services sought include a labor management software solution to support staff scheduling functions. Interested vendors, including verified service-disabled veteran-owned small businesses, must submit pricing quotes by January 26, 2024 at 3:00 PM Eastern Time. The Department of Veterans Affairs will consider both custom-built and commercial off-the-shelf solutions. The associated North American Industrial Classification System (NAICS) code for this procurement is 513210, with a small business size standard of $47 million. The FSC/PSC is R431.
VISN 10 medical facilities require software licenses, software enhancements, maintenance, and support subscription services for 11 Veteran’s Administration VISN 10 medical centers located in OH, MI and IN.
The purpose of the Solicitation Amendment is to formally answer vendor questions received by the posted due date (1/19/2024) for RFQ 36C25024Q0233.
Questions and Answers:
1. Is the Department open to considering custom-built software solutions? If so, how should we approach request response like the quotations table requirement on page 21 of the RFP, which seems tailored for pre-existing software solutions?
· The solicitation is not tailored to any pre-existing software solutions, any “Labor Management” software would be acceptable to propose. So, yes, the VA will consider custom-built software solutions. To submit pricing, simply replace the words “Labor Management” with the specific name and complete the pricing as instructed.
2. Does the VA want each facility to have an on-site annual visit for training?
· Yes. Please see changes to the Statement of Work below for formal responses:
12. Other Pertinent Information or Special Considerations
a. The vendor will provide, upon request from the facility through the COR, a site visit. Each facility may request at least one visit every 3 years. The site visit or on-site consultation will consist of education to front line staff, managers, schedulers and program assistants, supervisors, and training and support to the facility application coordinator.
There are no other changes to this Solicitation at this time.
