Questions and Answers. Answers are identified in red.

1. Item number 15 (on page 10 of 91) under section Scope of Services/Description reads "The total price charged to the VA will not exceed the price charged to the general public or the vendor’s lowest third-party reimbursement plan.". As far as total price is concerned, there are many factors. While we are certain to provide a very competitive price to the VA for this service, we don't want to be held obligated to other price references of our other business with different clients in different practice settings. In other words, we want to offer the best service for the best price but without reference to our other business. Please clarify.

We are asking the vendor to not exceed the price charged to the general public or their lowest-third party reimbursement plan. For example, if a retail pharmacy was offering specific medication with a $0 co-pay and a veteran needed one of these prescriptions through our contract, we would not want the vendor charging us more than what was offered to the general public.

1. Could you, please, elaborate Item 25 (page 21 of 91) under the same section that reads "No Cost Medications shall be reimbursed at a set administrative fee defined in the price cost schedule". We are particularly wondering what drugs will be included in this list.

This was added because during COVID, there were several emergency use authorization or EUA medications. There was no cost for the medication because the government had purchased a stockpile of them but pharmacies were charging an admin fee (higher than the usual dispensing fee) because of the EUA documentation that was required. We understood the rationale for that fee because the VA was not exempt from those documentation requirements. Facilities couldn’t add these EUA medications to their formulary because the admin fee that was going to be charged was outside the scope of the contract. We currently do not have any of these medications but did not want to run into this barrier again and not be able to offer these medications.

1. For billing and reporting, we can potentially use our overseas back-office staff. Of course information protection will be guaranteed and we are open to any security clearance requirements. Would VA be open to allowing this. Else, we can manage everything in the USA.

For PHI and PII security reasons the VA wishes all reporting and billing to originate from the United States.
