Those clarifications are on page two and the extended date is located in block 11 above.

Questions and Answers:

· Can the VA clarify roles of the VPIH and IH Technician as outlined in Section 3.2 of SOW?

· Per the TIL Asbestos specifications:

· Industrial hygienist technician (IH Technician) - A person working under the direction of an IH or CIH who has special training, experience, certifications, and licenses required for the industrial hygiene work assigned. Some states require that an industrial hygienist technician conducting asbestos abatement air sampling, clearance inspection and clearance air sampling be licensed as an asbestos project monitor.

· VA Professional Industrial Hygienist (VPIH) – The Department of Veterans Affairs Professional Industrial Hygienist must meet the qualifications of a PIH and may report to a Certified Industrial Hygienist (CIH).

· Professional IH - An IH who meets the definition requirements of AIHA; meets the definition requirements of OSHA as a "Competent Person" at 29 CFR 1926.1101 (b); has completed two specialized EPA approved courses on management and supervision of asbestos abatement projects; has formal training in respiratory protection and waste disposal; and has a minimum of four projects of similar complexity with this project of which at least three projects serving as the supervisory IH. The PIH may be either the VA’s PIH (VPIH).

· Key work MAY report to CIH. This is not required as long as the meet the requirements of a PIH.

· The IH tech and VPIH may be the same person or separate if the IH tech is not a “competent person” and have at least 2 IDEM asbestos licenses.

· Competent person means, in addition to the definition in 29 CFR 1926.32 (f), one who is capable of identifying existing asbestos hazards in the workplace and selecting the appropriate control strategy for asbestos exposure, who has the authority to take prompt corrective measures to eliminate them, as specified in 29 CFR 1926.32 (f): in addition, for Class I and Class II work who is specially trained in a training course which meets the criteria of EPA's Model Accreditation Plan (40 CFR part 763) for supervisor, or its equivalent and, for Class III and Class IV work, who is trained in a manner consistent with EPA requirements for training of local education agency maintenance and custodial staff as set forth at 40 CFR 763.92 (a) (2).

· Section 3.1 references a CIH. Please verify that this is not required to perform the sampling work.

· Not required see above comments. “MAY” – I do not need a CIH, it is expensive and unnecessary. A CIH can cost anywhere from $150-300 per hour, an IH ranges ($75-120), IH tech ($55-65).

· What are the requirement for sample collection beyond State AHERA Certifications?

· In Indiana for air sampling there are zero certifications required, however would need to be under supervision of the VPIH then.

· That do not mean the VPIH needs to be on-site full time but available to the IH tech for guidance.

· For bulk material testing, yes requires an IDEM Asbestos Inspector License.
