THE FOLLOWING ANSWERS TO REQUESTS FOR INFORMATION QUESTIONS ARE HEREBY PROVIDED TO CLARIFY, UPDATE, REVISE, OR CORRECT CONTRACT SPECIFICATIONS AND/OR DRAWINGS.
QUESTIONS AND ANSWERS
RFI Question 1: The phasing notes on GI003 states, maintain one (1) egress exit at all times and limit disruptions to daily operations. Other notes state, the contractor is to coordinate with the COR regarding new construction vs. demolition/progress phasing. Will there be a limit to the number of restrooms we are given at once? Will there be a limit to the number of restrooms we are given per building/floor? Will there be a specific order in which we are expected to complete the restrooms?
Answer 1: The VA reserves the right to limit the number of restrooms turned over at once. The number of restrooms turned over will be limited based on the building/floor. No, there will be no specific order in which restrooms are expected to be completed.
RFI Question 2: The toilet accessory schedule found on AS103 states that the VA is to select the following: RESTROOM PARTITIONS FLOOR-MOUNTED WITH OVERHEAD BRACE, RESTROOM PARTITION URINAL SCREEN, 24" X 48", and RESTROOM PARTITION URINAL SCREEN, 24" X 42" will these selections be known prior to bidding?
Answer 2: The bidder will supply a divider that meets the specification, the VA retains the right to select a color from the manufacturers standard color palette.
RFI Question 3: Note 3 on the AD drawings states, WALL FINISHES - REMOVE AND DISPOSE OF EXISTING WALL FINISHES INCLUDING BASE IN ITS ENTIRETY. CONTRACTOR SHALL PREPARE WALL SURFACES TO RECEIVE NEW FINISHES AS SCHEDULED. Are the existing walls all suitable for tile and/or paint (i.e. wall tile installed on painted drywall, paint installed on cement board, etc..)? If not, will specific walls need to be demoed in their entirety to install new wall tile and paint?
Answer 3: The VA will assess any unsuitable walls on a case-by-case basis during construction to address any issues that arise and would involve any out-of-scope work.
RFI Question 4: Is this project tax-exempt?
Answer: No, this project is not tax-exempt.
RFI Question 5: Is a full-time Site Safety and Health Officer (SSHO) and Quality Control Manager required? Can the superintendent dual hat as SSHO or Quality Control Manager? Can the superintendent triple hat as SSHO and Quality Control Manager?
Answer 5: Yes, the Superintendent can also fill the roles of Site Safety and Health Officer and Quality Control Manager as long as they are OSHA certified.
RFI Question 6: Are proposals able to be mailed? If so, to what address and to whom?
Answer 6: Yes, bids can be mailed to:
Department of Veterans Affairs Attn: Scott Brennan 5500 Armstrong Rd. Bldg. 9 Rm. 105 Mail code: 515/90VC Battle Creek, MI 49037
RFI Question 7: What is existing nurse call system make and model?
Answer 7: TekTone Tek-CARE NC300II Nurse Call System.
RFI Question 8: What is SS-1 Countertop material? Spec section 12 36 00 Casework is calling for Epoxy lab type material, with integral sinks and related accessories and refer back to the drawing schedule. Schedule on page AS-103 just calls SS-1, no info. Plumbing spec. and schedule call out China Lav. and accessories. Is the solid surface a typical homogenous filled plastic resin material, such as Corian, Wilsonart, Formica, and or other brands?
Answer 8: SS-1 is only called out in building 24 which is no longer in the scope of this project RFI Question 9: Please identify the Mental Health and Behavior Patient Care Areas as there are special requirements for the toilet partitions and accessories for those areas in accordance with the Specification Sections. Please indicated building numbers and room numbers Answer 9: Inpatient Mental Health Care Areas are not involved in this project.
RFI Question 10: Please shown a typical ICRA room requirements given these areas are all the same. There is no designation in the specification Section Page 01 35 26-17.
Answer 10: The restrooms are not all in the same building so the ICRA room requirements will range from level II – level III depending on the building.
