About this file
This document contains responses to questions regarding requirements for replacing panic hardware on doors at a Department of Veterans Affairs facility. The responses specify which doors require fire-rated panic hardware and which doors only require smoke-rated or non-rated hardware. The responses also address asbestos and lead paint protocols, door frame reuse, plastic barrier requirements, and masonry substitutions. The related federal contract opportunity is a solicitation from the VA Veterans Health Administration VISN 10 to replace panic hardware on Building 1 under project number 610A4-21-204.

RFI Responses for Replace Panic Hardware Question #1: All of the double doors within the corridors have stickers that indicate that they are fire doors. However, they do not appear to be certified fire doors. Do these doors and associated hardware need to be fire rated?
Response #1: Basement: Stairwell numbers 2, 3, & 4 are all 90-minute fire doors with accompany rated hardware. The dock and the kitchens corridors are rated doors but are not part of our smoke barrier compartments therefore I don’t feel it necessary to be replaced with fire rated materials.
First floor: Stairwell numbers 1(x2), 2, and 6(x2) are all 90-minute fire doors with fire rated hardware. The Auditorium doors(x3) and the A155 Corridor are not needing to be rated fire doors or rated hardware.
Second floor: Stairwell numbers 1,2,3,4, and 5 are all 90-minute fire rated doors with fire rated hardware. The Second-floor North corridor is part of our smoke barrier compartments and will need to be 90-minute fire rated with rated door hardware.
Third floor: All stairwell doors (Stairwells 1,2,3,4,5, & 6). All doors and door hardware will need to be 90-minute fire rated.
Fourth floor: Stairwell Doors 1,2,3, & 4 are all needing to be 90-minute Fire rated. The corridor on 4 West South bump out is not a rated door and does need to have fire rated hardware.
Fifth floor: Stairwell Doors 1,2, & 3 are all needing to be 90-minute Fire rated.
Question #2: There are specs and several plan sheets dedicated to the lead and asbestos surveys. It appears that there may be lead paint possibly present on the existing door frames at the stairwells. With that said, typical general practice requires notification to all employees and the disposal company but no additional requirements’. There are no further testing requirements and the material can be handled as typical C&D waste. Please confirm that we can handle these materials in this fashion and that there are no additional requirements per the VA or the federal government.
Response #2: This is correct. Any lead-based paint containing material shall be disposed of through a landfill designated to accept construction and debris waste. Until sent off campus, waste should be covered and stored in a way to prevent releases of dust and debris.
Question #3: On Plan Sheet AS700, the Door/Hardware note 1 says, “ ‘Exist’ in door and frame schedule indicates existing to remain…” However on the same plan sheet, Hardware sets A, B, C, E and F all indicate a new frame to be installed. Should we figure new frames for these doors or are we to reuse the existing door frames?
Response #3: The only door frames that may stay in place and be reused are the corridor door frames on the 4th floor in the areas that have already been renovated (5/AD304, 6/AD304, 7/AD304, 8/AD304). The continuous hinges on these doors may remain as well.
Question #4: What is the door count on how many doors we can just add the glass kit for?
Response #4: There are a total of eight (8) doors, all located on the 4th floor that only need windows cut into them. They are 5/AS304, 6/AD304, 7/AD304, & 8/AD304.
Question #5: Is it okay to just plastic the stairwell doors, from the stairwell side, instead of building barricades on both sides?
Response #5: Yes, plastic is an acceptable barrier on the stairwell side for stairwell doors. Plastic must be taped to create a seal. Hard barriers are required on the corridor side of stairwell doors.
Question #6: The doors we are just installing glass/window in, all the other hardware is okay to remain, hinges, closures, handles, etc.
Response #6: All hardware, hinges, and closures on the eight (8) doors is to remain.
Question #7: Do the doors in the hallways just need to be smoke rated or fire rated?
Response #7: First floor: A155 Corridor are not needing to be rated fire doors or rated hardware.
Second floor: North corridor is part of our smoke barrier compartments and will need to be 90-minute fire rated with rated door hardware.
Fourth floor: The corridor on 4 West South bump out is not a rated door and does need to have fire rated hardware.
Question #8: Can we lay block CMU, where Cementous coating will cover, instead of the block tile/clay pieces?
Response #8: Yes
