The solicitation seeks proposals for a new Community Based Outpatient Clinic facility in Howard City, Michigan to be operated by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. Questions from offerors covered topics such as accessibility standards to be followed, requirements for fire sprinklers and automatic fire suppression systems, and the need for a Design-Basis Threat risk assessment. 2 Exhibit A Exhibit D
Ex A-3.45 Ex A-p27 Ex D-p1
Exhibit A section 3.45 and Exhibit D indicate that the Design-Basis Threat (DBT) risk assessment will be conducted post-award. Recognizing that the DBT can have significant impacts on site selection, design team requirements, building setback, and force protection design (i.e. bollards, window glazing, blast resistant construction) that will affect pricing, please provide a baseline threat assessment for the Howard City area (i.e.
minimum building setback distances from parking areas or Net Explosive Weight to plan against).
A: Section 3.45 of Exhibit A only applies if all acceptable offers received are for new construction only.
3 Exhibit A
3.12 & 3.47 pp.18 &
Exhibit A provides conflicting information on whether fire sprinkler systems are required. Section 3.12 indicates that fire sprinklers are not required for CBOC buildings with less than 6 floors. Section 3.47 indicates that new construction shall be protected throughout by an automatic fire sprinkler system. Please clarify CBOC sprinkler requirements.
A: Section 3.47 of Exhibit A only applies if all acceptable offers received are for new construction only.
4 RLP p. 1 Given the detail needed to meet the RLP and design plan requirements, request a 30-day extension to the current proposal deadline of 3/1/2024.
