Response: An extension is not being considered at this time.
2. The ASR requires flooring to be replaced every 5 years. Does this requirement include hard surface flooring (LVT) or would hard surface be replaced when damaged or worn?
Response: Carpet to be replaced every 5 years. Hard flooring replaced when worn, damaged, and unsightly at the sole discretion of the VA.
3. Will the building be designed to applicable local building codes or follow the VA Design Guide for Physical Security of Outpatient Clinics referenced in Section III.4 of the ASR? The Design Guide includes CBOC as Mission Critical Facilities.
Response: Designed pursuant to local building codes. VA Design Guide when it meets or exceeds local code, or code is silent.
4. Can you provide a ratio of staff and patient parking?
Response: 100 parking spots specified in RLP, with 20 reserved for accessible/handicap spaces.
Ratio of approximately 40% staff and 60% veteran/patient. Staff parking can be separate from veteran/patient parking. Offerors shall indicate the location of accessible spaces on parking plan.
5. Please confirm VA will pay for cable, telephone and data directly if required.
Response: VA responsible to have fiber to building, lessor responsible from DMARC to main IT closet, no cable television required.
6. Is the VA signage required in Section 4.1.3.9 considered part of the shell or TI? Does VA want an allowance from all bidders for consistency?

7. Is there a requirement for a full-time superintendent on site or as needed?
Response: “As needed” would be sufficient depending on the availability and responsiveness of the superintendent or maintenance personnel. Please set forth response plan in Operations and Maintenance Plan.
8. Is red bag trash disposed of by VA or Lessor?
Response: VA to dispose of red bag trash through a separate contract.
9. Can you provide a list of items considered shell and items considered TI.
Response: Section 3.08 of the RLP and the Shell Definitions in the TICS Table (Exhibit R) indicate what is shell and what is TI.
10. The security requirements require a PACS system for the entrances to the building and the Security unit price list shows visitor and employee access controls as a shell item. Is the PACS system a part of the shell or TI. Access can be controlled with a key.
Response: Access control system will be part of TI.
11. There is the potential for rooftop antennas referenced in the RLP. If structural reinforcing is required will this be considered TI? If not, please provide the specifications for the largest potential antenna offerors should consider.
Response: Any structural reinforcement necessitated by installation of an antenna or communications equipment would be accomplished through a change order. However, the need for any such equipment is not anticipated at this time.
12. There are multiple places in the RLP where lab is referenced. Can you confirm if the lab is classified as a lab under FGI guidelines? Can you describe what acids and concentrations will be used in the lab and in what quantities to allow sizing of the neutralization tank and pricing the correct pipe material.
Response: Point-of-care testing, processing specimens.
13. Are window shades part of TI or Shell?
Response: Window shades are part of the Tenant Improvements.
14. Please confirm there is no perimeter security fence. If fencing is required, does staff parking need to be physically separated from patient parking by gates? Is the fence shell or TI?
Response: No perimeter security fence is required.

15. Section IV of the FSL requires Lessor to maintain and replace the low voltage systems throughout the life of the system without knowing the system manufacturers and count of cameras, card readers etc. Can the Government provide additional detail regarding approved vendors, and quantities.
Response: VA recommends Avigilon brand cameras must be capable of communicating via RS2, vendor at lessor discretion.
16. Section V of the FSL refers to the lease for blast measures. Can you confirm if a 25’ setoff is required? Can the Government provide the blast criteria to our blast engineer, so we adequately price these components into our shell rent?
Response:
a. For new construction projects and major rehabilitation projects over 100,000 GSF, a blast engineer with formal training in structural dynamics and demonstrated experience with accepted design practices for blast resistant design must be included as a member of the design team.
i. 2.1 BLAST RESISTANCE-WINDOWS: (SHELL)
1. • ISC LOP III: Utilize acceptable fragment retention film or preferred glazing systems to reduce the glass fragmentation hazard for new lease construction. The acceptable fragment retention film is required when existing buildings are offered, and the windows are not replaced using the preferred glazing systems.
a. o Acceptable Fragment Retention Film: In applications requiring retention film, film shall meet or exceed the following physical properties: ▪ Film composite strength and elongation rate measured at a strain rate not exceeding 50% per minute shall not be less than the following:
i. ▪ Yield strength: 12,000 psi
ii. ▪ Elongation at yield: 3%
iii. ▪ Longitudinal tensile strength: 22,000 psi
iv. ▪ Traverse tensile strength: 25,000 psi
v. ▪ Longitudinal elongation at break: 90%
vi. ▪ Traverse elongation at break: 75%
vii. ▪ Minimum 7-mil retention film
b. o Preferred glazing systems include thermally tempered heat-strengthened or annealed glass with a fragment retention film installed on the interior surface and attached to the frame; or laminated thermally tempered, laminated heat-strengthened, or laminated annealed glass.
i. ▪ New glazing systems at the Low or higher LOPs shall be designed with a minimum ½-inch bite.
Page 5 of 6 36C25023R0004 0001 Lessor: ______ Government: _____
c. o Unacceptable systems include untreated monolithic annealed or heat-strengthened glass and wire glass.
d. o Reference the current DBT, unless device size is superseded by an agency-specific threat assessment. Device location is the closest possible point to the setback with the DBT device.
b. 2.2 BLAST RESISTANCE: FAÇADE AND STRUCTURE: (SHELL) ISC LOP II (SHELL): New Lease Construction
i. Use construction materials which have inherent ductility, and which are better able to respond to load reversals (e.g., cast in place reinforced concrete column and steel construction).
1. o All building materials and types acceptable under model building codes are allowed. Design detailing is required for material such as pre-stressed concrete, pre-cast concrete, and masonry to adequately respond to the design loads.
2. o Unreinforced masonry is unacceptable. Pre-stressed concrete is not very ductile and may not be appropriate where load reversals may occur.
17. Please provide and delineation of Tenant Improvements and Shell improvements.
Response: See Question 9.
18. Section 3.29 requires all lobbies to be terrazzo, marble or granite. Please confirm this is required.
Response: Resilient flooring and carpet acceptable for lobbies.
19. Section 4.01 of the RLP requires Offerors to provide a complete set of DID’s including but not limited to door and hardware schedules, finish plans, full electric plans, furniture plans. These plans are DD level plans.
a. (1) Are all bidders required to go to this level prior to lease award, or will this be a presumptive awardee?
Response: All
b. (2) Section 4.05A requires product data sheets for floor coverings, paints, ceilings, millwork, lighting and controls and insulation with DID’s which are prior to lease award. Is this correct.
Response: YES
