About this file

This document is an amendment to a solicitation for roofing inspection services. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks a contractor to conduct an inspection of roofs and recommend either repairs or full replacement. The amendment answers a question about pricing by clarifying that the contractor should estimate costs based on visible damage found during inspection, as unforeseen issues would be addressed under separate future projects. Offerors must acknowledge receipt of the amendment by the deadline of September 11, 2023 at 3:00 PM EDT to be considered for award. The contracting office is identified as the Department of Veterans Affairs Network Contracting Office located in Ann Arbor, Michigan.

The purpose of this amendment is to answer a question received by an interested party:

Q: We understand that we are supposed to do an inspection and base the overall price of the repairs, on the inspection but if we are unable to fully understand the depth of the repairs needed, even on the site visit, then is there any other way to price this? Perhaps through square footage price structure?

Answer: The contractor should create a repair quote based on damage or defi ciencies found during the inspection. The VA is looking for a technical expert to recommend either a roof repair or a replacement and the costs we should expect to be associated with those repairs. The contractor is not expected to identify roofing d amage that is unforeseen and not visible during the roofing inspection. Those costs are strictly estimates and would be utilized in future and separate project to help the VA create a budget during the development of a scope for separate roofing repa ir and replacement projects.
