About this file

This document is an amendment to a solicitation for courier services between Department of Veterans Affairs medical facilities. The amendment provides answers to questions from offerors, and updates the statement of work. The courier services are required to transport medical specimens and supplies between the VA medical center in Saginaw, Michigan and nine community-based outpatient clinics in various locations in Michigan. The amendment clarifies that routes must start at the Saginaw VA medical center, and occasionally include return trips from Ann Arbor to Saginaw. It also notes a pending address change for one clinic and the scheduled opening of a new clinic. The updated statement of work specifies service hours and locations, insurance requirements, procedures for inclement weather, and addresses for the outpatient clinics. It outlines qualifications for offerors and requirements for vehicles, drivers including training and appearance standards.

1. See attached questions and answer to questions submitted to the Contracting Officer.

2. See attached updated Statement of Work.

Christopher D. Gundy Contracting Officer

Question 1: Do all routes need to start at the Saginaw VA?

Answer 1: Everyday, service must be provided from the community based outpatient clinics (CBOC) to the Saginaw VA Medical Center (VAMC). The Ann Arbor run will start at Saginaw VAMC and deliver to the Ann Arbor VAMC. Statement of Work has been updated to clarify.

Question 2: As in the previous contract, is there a return trip needed from Ann Arbor?

Answer 2: There will be occasional times when there will be a return trip to Saginaw VA. Wording has been added to the Statement of Work.

Question 3: Does the VA anticipate any location changes, i.e., closing and/or additions?

Answer 3: If there are any changes to the contract, there will be a bilateral modification that will occur that is within scope. The vendor will provide us with any impact to their services and or cost. There is a pending change in address for the outpatient clinic located in Cheboygan County. Indian River location has been delayed for opening September 12, 2023. The current location has been added to the Statement of Work. Anticipate the current Cheboygan location to close prior to September 12 for a brief shutdown while the move to the new location is conducted. Dates will be coordinated by the Contracting Officer Representative.
