About this file
This single source justification document outlines a requirement by the Department of Veterans Affairs Ann Arbor VA Medical Center for three Stryker transport stretchers. The facility requires dedicated stretchers to be on hand at all times for immediate patient transport. The justification specifies that due to existing inventory and a policy change, only the Stryker 30" Prime model stretchers will meet requirements. Market research identified five authorized Stryker resellers that could provide a quote under the SBA's Rule of Two. The contracting officer approved the single source justification in accordance with FAR 13.106-1(b).

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, NCO 10, Ann Arbor VA Medical Center, Ann Arbor, MI. 2237:
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Department of OVE&EE at the Ann Arbor VA Medical Center in Ann Arbor, MI has a requirement for three transport stretchers. They have requested the 30” Prime (w/Big Wheel) model manufactured by Stryker, Inc., a large business. The estimated value of the proposed action is:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to a policy change at the facility, OVE&EE is now required to have transport stretchers “on hand” at all times for immediate transport of patients. In the past, transport stretchers on inventory were utilized by other clinics as well, thus, at times, leaving OVE&EE with no dedicated units. The department currently utilizes the 30” Prime and this procurement will be adding to existing inventory.
4. Description of market research conducted and results or statement why it was not conducted: Queried VetCert database using NAICS 339113 and 835 concerns were found. Searched DSBS (NAICS code and keyword “stretcher”) and five concerns were found
There are no mandatory SAC/NAC contractual vehicles for this procurement. The required item and all necessary add-ons are listed on GSA Advantage, with Stryker listed as the only distributor. However, CS reached out to OEM and received an authorized reseller letter that listed five SDVOSBs for OM procurements.
The VA & SBA Rules of Two can be attained. CS recommends SB set-aside (OEM is a LB) and solicitation to be posted on SAM.gov. Quotes received will be compared to OEM’s GSA pricing to determine price reasonableness. If price reasonableness cannot be determined, CS will reevaluate procurement strategy.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
