SPECIAL NOTICE – NOTICE OF INTENT TO SOLE-SOURCE
Monarch Equipment Maintenance, Repairs & Application Support
36C25023Q0859
The Detroit VA Medical Center (VAMC) requires Monarch Premier Support (maintenance, repairs and application support) for the Auris Health, Inc., Monarch Platform System.
Network Contracting Office (NCO) 10 intends to issue a sole-source solicitation to Auris Health, Inc. (Auris), 150 Shoreline Drive, Redwood City, CA 94065, requesting Monarch Premier maintenance, repair, and application and support services for the Monarch Platform System equipment. Per Auris’ proprietary letter, the proprietary Monarch Platform System utilizes proprietary software and hardware, and installation, service and maintenance must only be performed by Auris’ trained representative, using materials and parts provided by Auris only. Auris does not allow use of 3rd parties for installation, service, maintenance, components or modifications of the Monarch Platform System, which may result in damage of the system and/or poor performance. Auris “is not responsible for any damage resulting from performance of service by an unauthorized individual or entity” which will void all warranties and service maintenance agreements on the Monarch Platform System. As such, this procurement is being conducted in accordance with FAR 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.” The NAICS code for this procurement is 811210, and the Small Business Administration Size Standard is $34.0 million.
This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quote, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Responses to this notice are due on or before Monday, July 10, 2023, at 10:00 a.m., Eastern Time, to Jeanne Ortiz, Contract Specialist, via email at jeanne.ortiz@va.gov.
