VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell VA Medical Center, Detroit, MI.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Tennant I-MOP XL Plus floor scrubbers / Estimated value:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: John D. Dingell VAMC’s Environmental Management Services section (EMS) is replacing/adding to their existing equipment inventory of Tennant I-MOP XL Plus floor scrubbers utilized at their facility.

Justification: Staff are currently using and are familiar with these scrubbers, to include operation, maintenance, and cleaning. The I-MOPs require no further training for EMS staff as they are already in use. Additionally, the I-MOP greatly reduces labor costs and dramatically reduces water and chemical consumption. The patented I-MOP works in tight spaces and underneath obstacles with its 360-degree handle, which is the best solution for exam and patient rooms. The service is also heavily invested in replacement batteries and chargers to keep their I-MOP inventory up-and-running with little to no downtime.

4. Description of market research conducted and results or statement why it was not conducted:

Queried VIP database using NAICS 335210 and 36 concerns were found. The keywords “floor scrubber” were then added, and four concerns were found.

John D. Dingell EMS is requesting 27 I-MOP scrubbers manufactured by Tennant Sales & Service, a large business. Although GSA Advantage lists the base models on their website, there are many different specifications/configurations that can/will increase the price per unit. CS conducted market research for a prior procurement of I-MOP floor scrubbers; an open market RFQ was posted, and four “actionable” quotes were received. Of the four, three were SDVOSBs and one was a SB.

The VA Rule of Two cannot be met due to Non-manufacturing Rule (NAICS code not subject to waiver). The SBA Rule of Two can be met. Due to previous market research (and subsequent award), CS recommends SB set-aside and Brand Name Only Combined Synopsis and Solicitation be posted on SAM.gov.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
