36C25023Q0032 Questions and Answers
Q1) At the start of the contract, will all locations or line items/courier routes be effective; requiring courier service at the start of this contract A1) This service is currently being performed by an incumbent and the awardee to the follow-on contract is required to perform pick-ups at all locations specified in the RFQ at the start of the period of performance.
Q2) As of now, does the VA anticipate any location/line item to close during the life of this contract?
A2) At this time the VA does not anticipate any location/line item to close or be added.
Q3) It is stated on page 18 that All courier requirements will be of size to fit in standard delivery vans. Is the VA requiring that all vehicles to be utilized for this contract must be a van?
A3) No, the VA is not requiring all vehicles to be a “Van”. Page 18 is the price/cost schedule and “van” could not be found by the VA. Section 4.0.2 of the RFQ states the only requirements for the vehicles to perform this service. This section does not describe the vehicle as a “van”.
Q4) Is this a new requirement from the previous contract?
What was the previous contract awarded for? Who was the previous incumbent?
A4) This is a follow-on contract to a Base+4 contract, VA25017C0205, awarded to:
FG Management Group, LLC.
Q5) would like to know if this contract is eligible for subcontracting, as I am looking to partner with a courier service to help with the delivery aspect of the work.
A5) This acquisition IS available for subcontracting. With that said, please be explicitly aware: VAAR 852.219-74 – Limitations on Subcontracting is strictly enforced and monitored. Please note: Pages 45-47 has VAAR 852.219-10 in text form (not reference) and has the following passage:
(1) Services. In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs.
To be considered Technically acceptable for this award, D.4 52.212-2 (Addendum C) Statement of FAR 52.219-14 Limitations on Subcontracting Compliance found on page 69 of RFQ, shall be filled out and signed. Please reference all other requirements under D1. 52.212-2 Evaluation for any other evaluation criteria that would determine an offer to be technically acceptable found on page 64 of RFQ.
Q6) Could you please provide the RFP for this contract.
A5) The contract has not been written yet, what was posted on sam.gov is the RFQ. The SF 1449 for this RFQ can be found on page 2 of the RFQ. Ideally it is the first page of the document, error in our regenerating of the document was not picked up before publishing. The SF 1449 will be moved to the first page with Amendment 0001.
