Combined Synopsis/Solicitation Notice

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Government reserves the right to make no award from this solicitation.

Solicitation number 36C25023Q0026 is being issued as a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, effective August 10, 2022.

The associated North American Industry Classification System (NAICS) code for this procurement is 811310 (size standard $8.0 million).

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 10 requires a contractor to provide generator testing and maintenance services for the Detroit VA Medical Center, located in Detroit, Michigan, for a period of performance of one year with four possible option years. Please reference the Statement of Work for specific information and requirements.

The anticipated contract period is December 1, 2022 – November 30, 2027, if all options are exercised.

Quotes shall be received on or before the date and time specified in Block 8 of the SF1449 Solicitation. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued accordingly.

This solicitation requires registration with the System for Award Management (SAM) at time of offer, pursuant to applicable regulations and guidelines. Registration information is at www.sam.gov.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

B.2 STATEMENT OF WORK

VISIT #1

Contractor shall furnish all tools, labor, and materials to perform a four-hour load bank test of eight Caterpillar 3508 generators. The load steps must be as follows: 50% for 60 minutes, 75% for 60 minutes, 100% for 120 minutes for a total of 4 hours for each generator. All load banks shall be located outside and not located under any overhang during testing.

No more than two (2) cables shall be coupled together to reach from generator to load bank. Cam locks must be the method used to couple these cables. These cables must be connected to the generator by means of pigtail converting cam lock to a one-hole compression lug connector. These cables must be connected to load bank by means of cam locks. All terminations shall be checked with an IR thermometer periodically during testing to check for overheating.

Contractor shall supply all electrical materials required and make all electrical connections under the supervision and direction of the COR. Furnish a written report containing readings of HZ, KW, Voltage/PH, Amperage/PH, Oil PSIG, Coolant Temperature, Ambient outdoor air Temperature, and Exhaust Temperature taken at 15-minute intervals during the entire test of each unit. Comply with all state and national codes. Coordinate testing with COR on site. Only one unit at either the north or the south station shall be permitted to be offline at any time.

All scheduled work must be performed during normal working hours of 6:00 AM until 4:30 PM, Monday through Friday, excluding holidays or any day declared an official Federal Holiday.

VISIT #2

Contractor shall begin immediately after completing visit #1. Furnish all tools, labor, materials, parts, and laboratory services to perform the following specified maintenance on eight Caterpillar 3508 generators:

2. Antifreeze protection

3. Coolant level

4. Coolant inhibitor strength (add conditioner if required to update strength)

5. Radiator cap and seal

6. Coolant leaks

7. Lube oil level

11. Condition of flex fuel lines

12. Day tank float controls, solenoid, and main fuel pump operation

13. Fuel system for leaks

14. Cranking voltage drop

15. Battery electrolyte level

16. Battery voltage

17. Battery charger rate

18. Battery cables and connections

19. Flex exhaust couplings rain flashing

20. Turbo wheel for bearing wear

21. Terminal strip connections

22. Loose relays in control panel

23. Jacket water heater operation

24. Governor oil level

25. Governor linkage

26. Remote governor control operation

Maintenance Services: (Note – All filters shall be OEM filters)

1. Change air cleaner elements, check seals, air cleaner indicators and air induction system

2. Take oil sample and perform infrared analysis (performed by a Fluid Analysis Lab)

3. Take fuel and coolant samples and perform analysis (performed by a Fluid Analysis Lab)

4. Change lube oil and filters

5. Change fuel filters

6. Oil, fuel, and coolant samples taken will be delivered to the testing laboratory in a reasonable time, so the samples are not compromised. Care will be taken to store the samples as recommended by the testing laboratory until they are delivered.

Operational Checks:

1. Recheck oil level while running

2. Recheck all fluid systems for leaks All maintenance, service, operational checks, and parts shall be performed and supplied per the manufacturer’s recommendations by manufacturer-certified technicians.

Contractor shall provide Load Bank and Maintenance reports along with all fluid analysis reports, within 7-10 days of load bank testing and maintenance completion.

Used Oil Transportation and Recycling: Contractor shall be responsible for transportation and recycling of used oil, in accordance with Federal, state and local regulations including:

· Michigan Natural Resources and Environmental Protection Act 451, of 1994 as amended, Part 121 Liquid Industrial By-Product.

· Prior to transporting used oil from the property, the transporter must provide a shipping document describing the materials in accordance with above regulation for certification by the Detroit VAMC GEMS Program Manager or designee. The contractor shall arrange for the designated recycling facility to notify the COR, in writing, that the shipment(s) arrived at its destination within 7 days of the date the shipment left the facility.

· Michigan Hazardous Material Transportation Act 138.

· Prior to transporting used oil from the property, the contractor shall provide a copy of the Act 138 transporter’s permit and registration to the COR for the approval of the GEMS Program Manager. During transport, the transporter must also be able to produce a copy of the Act 138 permit and registration, either via electronic record or hard copy, to DEQ staff or a peace officer when requested.

VHA SUPPLEMENTAL CONTRACT REQUIREMENTS FOR ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS A. VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors as shown below is hereby incorporated into the scope of work for the subject contract.

1. Contractor employees who work in or travel to VHA locations must comply with the following:

a. Documentation requirements:

1. If fully vaccinated, shall show proof of vaccination.

i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813 r, published on September 3, 2020), or a copy of medical records documenting the vaccination.

2. If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor’s order or an FDA approved over-the-counter test.

3. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel.

4. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.

2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates.

a. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.

Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities.

C.3 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

C.4 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

(d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The Contractor is required to cooperate fully and make available any records as may be required to enable the Contracting Officer to assess the Contractor compliance with the subcontracting commitments.

(d) Comptroller General Examination of Record. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

OFFER SUBMISSION

Offers shall be submitted via email only, with the RFQ number in the subject line, to Jeanne Ortiz at jeanne.ortiz@va.gov by the date and time identified on the SF1449, block 8. Offers shall be assembled by the following sections and each section shall be easily identified. There will be a one-time question and answer period. All questions shall be submitted via email only, to jeanne.ortiz@va.gov no later than Wednesday, October 5, 2022, by 10:00 AM Eastern Standard Time (EST).

Section A – Offer Form (Standard Form 1449) Signed and dated, and SAM UEI Number entered in the block with the Offerors name and address.

Section B – Pricing Pricing shall be submitted as requested in strict accordance with, and no alteration to, the Price/Cost Schedule. Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements and is consistent with the various elements of the offer.

Section C – Offerors Representations and Certifications A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov/portal/public/SAM/. All Offerors shall be registered and current in the System for Award Management (SAM) database at time of offer.

Section D – Technical Approach Offerors shall submit a quote addressing all aspects of the Statement of Work (SOW). All required certifications shall be submitted as part of the offer.

Offeror shall identify any subcontractors proposed under this solicitation. All technical elements applicable to utilizing subcontractors must be addressed in the technical quote and detail provided.

The technical approach section should be as detailed as necessary to fully explain the proposed methods and rationale; it should reflect a clear understanding of the nature of the work being undertaken. The technical quote shall include information on how the project is to be organized, staffed, and managed.

The Technical Volume (Section D) shall not exceed ten (10) pages in length (minimum 12-point font and no less than ½ inch margins). Page limitation includes any drawings, charts, images, etc., and excludes section dividers, table of contents, glossary of terms, cross-referencing indices, and resumes. If more than 10 pages (not counting excluded pages) are submitted, only the first 10 pages will be considered.

Section E – Past Performance and Past Experience Identify all federal, state, and local government contracts as well as any private/commercial contracts of similar scope, size, complexity that are ongoing or have been completed within the last three years. List the following information for each contract:

· Company Name and Address

· Description of Services Performed

· Name, Telephone Number and Email Address of Responsible individuals who have first-hand knowledge of performance relative to similar type of services

· Dates of Contract Performance

· Contract Type (e.g. fixed-price, cost reimbursable) and Total Contract Value

Failure to submit a complete offer may result in an unacceptable determination.

As this procurement is being conducted under FAR Part 13, post-award debriefings in accordance with FAR 15.506 will not be conducted.
