About this file
This document is an amendment to a solicitation providing answers to contractor questions and call-in information for a virtual bid opening. The solicitation is for project number 539-19-101 to reconfigure primary care spaces at a VA medical center to the Patient Aligned Care Team model. Key details include that Procore and the contractor's own template are acceptable for submittals and RFIs, the bid due date is in Eastern Time, and follow up questions to RFI responses will be considered. The amendment also provides the Microsoft Teams call in information for the virtual bid opening. Work includes alterations with potential asbestos and lead requiring abatement, and the fire alarm and nurse call/code blue systems are Honeywell and the existing manufacturer. The designated work areas, parking, and dumpsters will be determined after award.

Questions and Answers:
Will the owner accept the use of Procore Project Management software as the primary submittal and data tracking tool for this project?
Procore is an acceptable method for the receipt and exchange of submittals.
The RFP states that we are to "submit a written RFI utilizing the RFI Form attached to this solicitation," however there was no RFI Form attached with the Solicitation. Can you please provide the referenced RFI form?
RFI inquiries can be completed using the contractor’s own template As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State and local governments’ responses / requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects.
Comment can not be made on future directives and their impact on future projects. Regarding the impacts outlined above, there are no impacts on the ability to complete this project due to the presence of COVID-19.
Can we submit our bid via email, if we mail the original hardcopy Bid Bond prior to the due date?
All bids shall be submitted in accordance with the details outlined in the solicitation.
Is this project tax exempt, and will the CO/COR provide the necessary tax exempt certificates.
Yes and yes.
What is the approximate duration between issuing the award and issuing the NTP?
Unknown. Typically anywhere from 1 to 4 weeks.
For planning the preliminary project schedule, can you please provide an anticipated award date?
Mid-September.
Contractor feels this project warrants a QA/QC Super. This is not a position noted in the solicitation for Proposal. Can a QA/QC Super requirement be added to the required staffing plan?
Staffing plan requirements will not be updated prior to receipt of bids. Contractors are free to employ a QA/QC superintendent if they wish.

Will the Government provide the 3-D REVIT Design model in native file format, for the creation of coordination drawings?
A 3-D REVIT Design model will not be provided by the government for the creation of coordination drawings. Pre-existing drawings may be referenced when necessary for the investigation of site conditions.
Will the owner provide the contract drawings in the native Revit format for use by the GC?
The design team has been tasked with developing the project utilizing BIM software (Revit) to provide a 3D model to adequately represent Architectural Mechanical Plumbing – MEP, and site conditions to aide with facility visualization and contractor coordination. These can be made available upon request.
Will owner require GC’s to develop and submit coordination drawings in Revit?
Please reference the specifications on the coordination effort required by the GC.
Will the owner provide as-built drawings for the existing structures/work area of the project?
As-built drawings of the existing structures/work area may be made available upon request pending existence. Pre-existing drawings are kept on record for reference but may not be complete in answering all unknown site conditions.
Where will the designated parking & laydown area be for workers accessing the construction site?
There will be no contractor parking on site. Laydown space will be confined to the work area outlined in the contract drawings.
Will the contractor be authorized to build a temporary office inside the space in lieu of renting an office trailer for the duration of the project?
Temporary office may be placed in the work area outlined in the contract drawings if it does not impede on the progression of work.

Unclear what “Patient Headwall” is in reference to (maybe detail 26 “Integrated Care Modular System”?). If there have not been product data, vendor drawings, approved shop drawings, vendor contact information provided, then the contractor shall provide a submittal to meet the standards and requirements outlined in the specifications and drawings in the solicitation which will then receive review from both the design team and the VA.
