EXECUTIVE SUMMARY

RE: Infrared Roof Assessment Report VA VISN 10 Indiana Energy Audits NIHCS Fort Wayne VA Medical Center 2121 Lake Avenue, Fort Wayne, IN 46805

Dear Mr. Weekly, Terracon Consultants, Inc. (Terracon) is pleased to provide this summary of findings of the Infrared Roof Assessment performed at the above referenced VA Medical Center on June 16th, 2021. The primary purpose of the assessment is to identify thermal anomalies in the Infrared (IR) thermograms captured that suggest areas of moisture within the roof system. Anomalies identified, to the best of our knowledge and belief, represent wet substrates.

The intent of this executive summary is to provide a quick reference of main findings for the VA Energy Managers convenience.

Unless otherwise indicated, the thermal anomalies indicated within the report suggest areas of moisture within the roof system. Other apparent thermal anomalies may be present within the photographs/IR images provided. However, based on Terracon’s experience and analysis these anomalies do not suggest areas of moisture within the roof system and instead are likely caused by a number of possibilities which may include: conduction of building materials, air exfiltration from mechanical equipment, and thermal shadowing.

Note, anomalies are qualitative in nature. Therefore, it is necessary to verify the presence of moisture with moisture meters and/or destructive testing to confirm these findings prior to remediation. This is not included within Terracon’s scope of services.

The following is a summary of the main findings by building.

n Building 1 – Main Hospital Building:

Several thermal anomalies observed. Refer to Photos 1 through 8 on pages 3 through 10.

n Building 2 – Maintenance and Repairs Several thermal anomalies observed. Refer to Photos 9 through 11 on pages 11 through 13.

n Building 16:

1 thermal anomaly. Refer to Photos 12 & 13 on pages 14 & 15.

n Building 17 – MRI:

No apparent thermal anomalies observed.

n Building T4, T5, & T6:

No apparent thermal anomalies observed.

Terracon Consultants, Inc. C incinnat i, OH 45226

P (513) 321 5816 F (513) 321 0294 terracon.com n Building GTE:

No apparent thermal anomalies observed.

Additional detailed information can be found within the attached report, prepared on behalf of, and exclusively for FFE (Client) under mutually agreed terms and conditions. Any other use or reliance upon this Report is prohibited without Terracon’s prior written consent.

We appreciate the opportunity to provide this report. If you have any questions, please do not hesitate to contact Zachary Rusu at 734.679.0203.

Respectfully, Terracon Consultants, Inc.

INFRARED ROOF ASSESSMENT

This report is provided as a supplement to the VA VISN 10 Indiana Energy Audit Report initially provided to FFE on February 15, 2021. Delivery of this report was postponed so the Infrared Roof Assessment could be performed during the summer months when weather conditions are more appropriate for this service.

1.1 INTRODUCTION

Infrared thermography is the practice of capturing Infrared (IR) thermographic images that records the apparent surface temperature pattern of a subject low slope membrane roof. The images record a color pattern of temperature readings that provide a visual thermal signature of the roof.

The primary purpose of the non-destructive infrared roof assessment is to identify thermal anomalies that may be present in the thermograms captured that suggest areas of moisture within the roof system.

Therefore, it is necessary to verify the presence of moisture with moisture meters and/or destructive testing to confirm. This is not included within Terracon’s scope of services.

DESCRIPTION AND CONDITIONS

Terracon conducted an infrared roof assessment at the NIHCS Fort Wayne VA Medical Center facility located at 2121 Lake Avenue, Fort Wayne, IN 46805 on June 16th, 2021. Thermograms of each low slope membrane roof were captured. Select thermograms are provided in the following sections that provide a composite thermogram of each roof section as well as individual areas which contain thermal anomalies that suggest moisture within the roof assembly.

The VA site contact provided 100% bid document roof plans for Building One titled Replace Roof

– Building 1 – Fort Wayne, dated 5/28/2015. These drawings are used to indicate the locations of the images captured for Building 1 only. Reference to roof areas numbers are based on the roof areas indicated in these drawings. Roof plans were not provided for the remaining buildings, aerial images of the site are used to indicate the locations of the images captured for the remaining buildings.

ASSESSED ROOF AREAS

Overview photos are typically provided in this section indicating the roof areas that were assessed via a DJI Mavic 2 Enterprise Advanced Unmanned Aircraft System equipped with an infrared (IR) thermal camera and digital camera. Close-up photos are also provided primarily to provide additional detail for roof areas that contained thermally anomalies. Aerial photos are provided to indicate the location and extents of the photographs taken.
