SOLICITATION 36C25022R0041, AMENDMENT 0004

Q&A

1) To follow up on the answers to Questions 1 and 2 in the Amendment 3, the answer that “only one VIP verified SDVOSB/VOSB was identified that appeared capable of performing the requirement” seems confusing, because the VA has set aside several CBOC solicitations for SDVOSBs since 2020. For example, as the GAO explained in CRAssociates, Inc., B-418799 (Sept 10, 2020), “In January 2020, the contracting officer conducted additional market research to assess current market conditions. The contracting officer searched the VIP database for VA-verified SDVOSB concerns. That search identified the following three SDVOSBs: . . . ” Meanwhile, more than one SDVOSB contractor has received an award of a CBOC contract in 2020 and 2021. Will the VA conduct a current market research to determine if its research includes this available information that there appear to be more than one VIP verified SDVOSB/VOSB was identified that appeared capable of performing the requirement?

Answer: No. We’ve already released two sources sought notices and conducted a third market research. The solicitation was issued according to the results we received.

2) Question 5 asked how many exam rooms and consultation rooms are required per PACT. The government answered two exam rooms and an office for provider. The PACT Design guide prefer an Onstage/Offstage design where all PACT members work in a common area. Please confirm the government will require an Onstage/Offstage design under the new contract.

Answer: Yes.

3) Question 7 asks for the size and number of small and large group rooms. Per the PACT design guide, these are not exam rooms, consultation rooms or procedure rooms as the government answered. Please provide the number and size of small and large group rooms as previously asked.

Answer: Two exam rooms 12X10

4) Question 9 asks if the current space meets the government’s space requirements. Please confirm that an Onstage/Offstage design per the PACT Design Guide will be required.

Answer: Yes, it would need to be PACT design.

5) Question 14 says the contractor will not inherit the patient’s last vesting visit. We believe the government answered in error. This is not standard for CBOCs contracts and would create massive disruption. If the last vesting visit is not inherited, then no patients would be vested on day one and all appointments currently on the scheduling grid would have to be converted to vesting appointments. Vesting appointments block twice as much time on the scheduling grid which would create an enormous scheduling backlog on Day 1. In addition, all medication management and refills would be the responsibility of the VAMC until patients are seen. Please consider letting the contractor inherit the patients last vesting visit as is standard on VA CBOC contracts.

Answer: The contractor will inherit the patient’s last vesting visit (patient load); however, the length of time the new contractor may bill is subject to whenever the patient load is updated.

6) Questions 18 and 19 require transcripts and ACLS and BLS proof to be submitted with the proposal. This is not standard among CBOC proposals and would provide an unfair advantage to the incumbent. Please reconsider and let contractors provide this documentation after award and prior to opening.

Answer: The transcripts and ACLS and BLS will need to be submitted with the proposal.

7) Question 33 The government has said the existing building conforms to space standards. Please confirm the current building is designed for Onstage/Offstage care as listed in the PACT Design Guide.

Answer: Yes

8) Is the current clinic a blended clinic or used exclusively for veterans? Will you accept a blended clinic for the new contract?

Answer: The current clinic is not a blended clinic, and the new contract is for Veterans only.

9) Who is the incumbent on the existing clinic?

Answer: McLaren Port Huron

10) What the address of the current CBOC?

Answer: Yale CBOC: 7470 Brockway Road, Brockway Michigan 48097

11) Please extend the due date of the proposal for at least 14 days after final questions have been answered to allow contractors to revise floor plans and pricing.

Answer: It will be extended 7 days.

12) Under question 56, how will the CBOC staff document in the clinical reminders if the template is not able to be changed in the EHR to reflect the outside contractors vaccines, lot numbers, and expiration dates?

Answer: This answer was changed to, Yes. The VA will be able to change the template in the EHR.

Amendment 0004 – Q&A and the closing date is extended to June 29, 2022 @ 12:00 pm local time.
