About this file

This document package includes a solicitation for non-hazardous waste and recycling removal services at the Ann Arbor VA Medical Center, as well as an amendment and performance work statement providing additional details.

The solicitation seeks offers for general waste collection containers, recycling containers, and removal services. The base period of performance is one year with four optional one-year extensions starting December 1, 2022. Offerors must provide pricing for collection of a 35-40 yard compacting container, 30-yard open containers, an 8 cubic yard container, and a 4 cubic yard container. The amendment addresses questions from prospective offerors by updating the performance work statement and price schedule to include additional details on collection requirements and frequencies. It also provides answers to questions on container sizes, holidays, and evaluation tiers. The performance work statement outlines licensing, safety, and reporting requirements and details collection schedules, container placements, and recycling objectives.

A.1 ANSWERS TO QUESTIONS

Question 1: For efficiency and cost savings to the VA, can the 8 -cubic yard front end load dumpster at Building 37 and the 4-cubic yard front end load dumpster at Building 36, Fisher House, be emptied on the same day of the week?

Answer: Yes. The Performance Work Statement is now updated to state that the waste collection must take place on a specified day of the week, which must be Tuesday, Wednesday, Thursday, or Friday. Offer must state day of week that the service will be provided.

Questions 2: Can you confirm that this set aside for Unrestricted?

Answer: This is a tiered evaluation. This is considered set aside for SDVOSB but allows to move to next tier if an award cannot be made.

As stated in E.1 under Award Basis:

The Government intends to award a firm fixed priced contract to the responsible offeror whose offer, conforming to the requirements in this request for quote, will be most advantageous to the Government, price and other factors considered.

The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. "Tiered evaluation of offers," also known as "cascading evaluation of offers," is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer –

1. Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order:

a. Service-disabled veteran-owned small business (SDVOSB).
b. Veteran-owned small business (VOSB).
c. All other small business concerns.
d. Large business.

2. If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award, or a sufficient number of awards can be made.

Question 3: Regarding RFQ 36C25022Q0773 we wanted to bring to your attention that on Page 7 of 64 in the Performance Work Statement on Line 5.5 there is a reference to a 4 cubic yard container to be placed near Building 36 but there is no mention of it on the pricing pages? There is no CLIN for this container and no way to provide a price for it and the service related to it. Please advise if this container is in fact required and if so if there will be a CLIN added to the pricing pages for it?

Answer 3: The 4-cubic yard container is required. This was missed and is now added to CLIN 0002 and corresponding CLINS for each option year. See updated Price/Cost Schedule.

Question 4: The 4 cubic yard container is not mentioned on the Historical Data page (attached) and has no anticipated volumes listed either? Please advise.

Answer 4: The size of the container was chosen to best service the buildings located near the containers. VA expects price quote for the 4 and 8 cubic yard containers to include weekly disposal service regardless of whether the container is full or empty.

Question 5: CLIN 0001 mentions Recyclable Materials Collection Containers (plural) yet separate containers for recyclable materials are not mentioned in the PWS? CLIN 0001 appeared to be for the 35-40 Yard compactor for recyclable materials as separate containers for these materials are not mentioned in the PWS? Please clarify.

Answer 5: The SOW is now updated to include a second 30-yard open container for collection of scrap metal. See paragraph 5.2.
