Notice of Intent to Sole Source Requirement

The Department of Veterans Affairs, Veterans Health Administration, VISN 10 Contracting Activity intends to negotiate a sole source contract under FAR Subpart 13, Simplified Procedures for Commercial Products and Commercial Services, with vendor Mecta Corporation, 19799 SW 95TH AVE STE B, Tualatin, OR 97062. The associated NAICS code for this is 334510 with a size standard of 1,250 employees.

Description of equipment requirements:

The requirement is for an electroconvulsive therapy device (ECT), paddles, leads, training, and medical cart for the Charles S. Kettles Veterans Affairs Medical Center (Ann Arbor, MI) and its Community Based Outpatient Clinic locations.

A firm fixed price contract with no option years is anticipated. It is the Government's belief that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only Mecta Corporation.

This notice of intent to sole source is not a solicitation (request for competitive quotes). No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and must be sent via email.
