DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-22-AP-1689
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Indianapolis VA Medical Center 2237: 583-22-1-997-0056
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The TIMS System pairs with Radiology imaging equipment to convert fluoroscopic image to a DICOM image. The image is then capable to be stored/viewed in a Radiology image repository known as PACS. This allows users to query and manipulate images as they make care decisions based off information obtained on the images.
Estimated amount: $34,185.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: We currently use TIMS. We need to upgrade the system to meet VA OI&T server requirements. Because the system is an upgrade, it is proprietary to the software/hardware that TIMS provides. This equipment will be used in conjunction with existing systems.
4. Description of market research conducted and results or statement why it was not conducted: VIP queried using NAICS 339112 along with keywords “tims dicom” resulted in zero findings. A letter was provided by the manufacturer stating that Foresight Imaging is the manufacturer and sole distributor of the requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
