About this file

This document is an amendment to a solicitation for replacing domestic water and chilled drinking water piping at a Department of Veterans Affairs medical center. The amendment provides answers to questions from prospective offerors to clarify requirements. It specifies that new piping must be soldered and cannot use press fittings. It also clarifies that the superintendent can serve as quality control manager and site safety officer. Legionella testing is required after each project phase and completion. The amendment lists additional access panels needed and provides an attachment describing existing conditions. Bids are still due on the original date and time. Electronic submissions will not be accepted except for the bid bond.

Questions received below are answered in Red text.

The specs read as though the SSHO and Quality Control Manager are separate from the superintendent. Can the superintendent act as the SSHO and Quality Control Manager? Yes Will the piping system to be worked on be shut down for the entire length of each phase? The duration of each shut down will depend on the area of the hospital affected.

If so, would that be the point where a test for Legionella, from a third party, be required? If not, will the Legionella test be required for every time the system is drained, valve or valves replaced, and then placed back in service at the end of a shift? Legionella testing required at completion of each phase and at completion of project. Each valve installation and line re-opening must comply with AWWA C651 and reports must be sent to the COR verifying disinfection before installation and flushing of system once work has been completed. Written plan to be submitted and approved before any work begins.

Will it be allowable to use pro-press/Mega-press fittings to perform the repairs listed in the Scope of Work? No, must be soldered.

Can the NAICs code be changed to 238220 as this is a plumbing renovation not a general construction project? The assigned NAICS to the project is 238220. The placement on the original IFB, page 1, box 10 of NAICS 236220 is incorrect.

Spec section 221100-4 2.02 Above Ground Interior Water Piping: Why is type K piping called out to be used when the majority of the piping in the hospital is Type L? The piping was coordinated to be Type ‘K’ per the specifications and design narrative, however, the piping type shall match existing conditions per Sheet 1P001 Plumbing General Notes and Spec Section 221100-4 2.02. The new piping may be Type ‘L’ or Type ‘K’ to match the existing pipe type in the established segmented areas of work.

Per Spec Section 221100- 5 3.01 B are we to provide drains at the bottom of all risers even though it is not shown on the plans? Is the contractor to also design the domestic hot water circulating lines with no traps? Drain valves and hot water circulation lines are existing to remain. Additional drain valves or re-designing hot water circulation lines is not required unless noted otherwise on the plans.

Per Spec Section 221100- 6 3.03 A, what part of the domestic water system needs to be flushed? Can a system volume be provided by the A/E? All new water piping and valves are required to be flushed and disinfected prior to being placed into service. The system can be flushed and disinfected during coordinated shutdowns at the established segmented areas for each phase. We do not have a system volume readily available.

Can valves with press connections be utilized? No, must be soldered.

Can the site supervisor also serve as the quality control officer and the site safety and health manager? Yes Is a risk analysis procedure submittal necessary for this project? Refer to drawings and specifications.

Are any valves located over hard lid ceilings without access doors? If access doors are needed, please provide a quantity and location of these doors. Yes, new access panels are shown on Sheets 1PP101NE, 1PP101SW, 1PP102NE, 1PP107NE, 1PP107NW, and 1PP108NW for inaccessible valves.

Has the A/E or the VA visited each location and looked above the ceiling to verify if these valves are actually located in that space and if they are accessible? Yes, please refer to the 100% Bid Documents – Design Narrative Section 2.0: Existing Conditions as several locations were identified to be heavily-congested with other utilities.

Can other scheduling software be utilized besides Primavera P6? Can Microsoft Project be utilized? Primavera is the basis of specification but is not required. Contractor can use equivalent web-based project management software of their choosing. Refer to Spec 01 31 00.01/1.4 for specific requirements.

Due to the size of this project and the duration, we believe outages will have to be conducted every at least 4 nights during the week. Can the VA accommodate 4 nighttime outages each week of various areas and phases? Shutdowns can be accommodated if planned and communicated with COR 3 weeks in advance per the specifications.

Can all items except the bid bond be submitted to the CO via email for bid submission? Electronic bids will not be accepted for the bid opening.
