PROJECT NUMBER: 610-20-201

QUESTION AND ANSWER (RFI)

TO INVITATION FOR BID (IFB) NUMBER 36C25021B0048

IFB AMENDMENT NUMBER A00002

QUESTION AND ANSWER

Question #1:

Please clarify the Bid Bond/Bid Guarantee requirement.

Answer #1:

A bid bond is not required to bid on this project. However, a performance bond is required at the time of contract award.

Federal Acquisition Regulations (FAR) 37.302 states that "where a contract is for the sole purpose of demolition or removal of improvements, the contracting officer may require the contractor to provide performance bonds.”

Federal Acquisition Regulation (FAR) 28.102-1 states on the date of award of this contract, the successful offeror shall furnish performance bonds.

The area shall be repurposed for a future project.

Question #2:

Please provide the Prebid Meeting attendance sheets for the initial and second prebid meetings.

Answer #2

Please see the attachment.

Question #3

Was attendance at one of the prebid meetings mandatory to submit a bid on this project?

Answer #3:

Attendance was mandatory.

Question #4:

Can this building be demolished, treating all materials as hazardous and putting all debris inclined dumpsters under the supervision of a state-licensed abatement contractor? Please advise

Answer #4:

The entire building should be treated as hazardous. The work will need to be performed under a Contractor’s Professional Industrial Hygienist to comply with OSHA/EPA/State requirements.

Question #5:

What type of backfill is to be used for filling the basement?

Answer #5:

Acceptable materials include all materials noted in Specification 31 20 11 Section 2.1.B and 2.1.B.

This would include material in compliance with ASTM D2487 Soil Classification Groups GW, GP, GM, SW, SP, SM, SC, and ML, or any combination of these groups. Naturally or artificially graded mixture of compliance with ASTM D2487 Soil Classification Groups GW, GP, GM, SW, SP, SM, SC, and ML, or any combination of these groups.

Other treatments acceptable to INDOT would be considered acceptable (INDOT No. 23, 24, B-Borrow).

See Spec. 31 20 11 Section 3.3 D for backfill compaction requirements (95% of maximum dry density).

Question #6:

Does all demo material go to an authorized landfill (i.e., paint, roofing, steel, wood, till, etc.)?

Answer #6:

The building is condemned and unsafe to enter. Therefore, all debris will be considered regulated waste and shall be disposed of as such. Water cannons will need to be provided by the contractor as a means of dust control.

Question #7:

We understand that the VA intends to treat the demolition project as if it were being completed under a blasting permit (i.e., knock the entire structure down, then load out and dispose of all material as regulated asbestos-containing waste). Please confirm this is the approach VA would like to implement for the project.

Answer #7:

A blasting permit will not be approved. The building is condemned and unsafe to enter. Therefore, all debris will be considered regulated waste and shall be disposed of as such. Water cannons will need to be provided by the contractor as a means of dust control.

Question #8:

How should all the other regulated wastes in the building be addressed, specifically:

fluorescent light ballasts containing PCBs, light bulbs, mercury-containing devices (e.g., thermostats), electronic wastes, containers of chemical products, etc.?

Answer #8

The building is condemned and unsafe to enter. Therefore, all debris will be considered regulated waste and shall be disposed of as such. Water cannons will need to be provided by the contractor as a means of dust control.

Question #9:

Is there any lead located more significant than 2 feet below grade in the building basement that needs to be abated prior to backfilling?

Answer #9

It is unknown if there is an additional lead more than 2’ below grade, but 2’ is all that is required to be removed. If lead needs to be abated more than 2’, it will be decided during the construction phases

Question #10:

Please provide a copy of the asbestos inspection report.

Answer #10

The asbestos inspection report will be provided to the winning contractor, but all items in Building 50 should be considered to contain asbestos.

Question #11:

What type of air monitoring must be completed by the contractor during the demolition and debris load-out phases of work? Is this intended to be personal sampling, site perimeter ambient air monitoring, or any additional sampling? Are we analyzing for both asbestos and lead?

Answer #11

See Spec 0282 13.41 and 0283.13

Question #12:

If all debris is regulated asbestos waste (per question 3 above), and since there has been no asbestos inspection of the second floor to confirm that friable asbestos is not present, please confirm that the entire demolition process, from knocking the building down to loading out the last of the demolition debris, needs to be completed under the supervision of a licensed asbestos contractor.

Answer #12

The entire building is assumed to contain asbestos. Therefore, the demolition process will need to be in accordance with 0282 13.41

Question #13:

Assuming that the building is knocked down without asbestos abatement completed, what would be the contractor’s responsibilities if the air sampling for the initial day of demolition (where the entire structure would be demolished on Day 1 and now only load out of debris is needed, which is more manageable from a dust control standpoint) indicated that there were problems (i.e., results greater than 0.01 f/cc).

Answer #13

See Spec 0282 13.41 if Airborne PCM is greater than 0.01 f/cc

Question #14:

Has the VA completed background ambient outdoor air asbestos and lead sampling? If not, will the VA complete this prior to beginning work?

Answer #14

Since the project is outside a background, air asbestos will not be completed.

Question #15:

Assuming all material hauled from the site is to be treated as regulated asbestos waste, please confirm transportation of demolition debris needs to be completed using lined and covered trucks.

Answer #15

See Spec 0282 13.41

Question #16:

What would the VA require for a contractor to recover recyclable/reclaimable materials (e.g., metal, wood flooring, brick, etc.) if all debris must be managed as regulated asbestos waste? Would these materials require decontamination? If so, what would be VA’s expectations for this? Would construction of a decontamination pad and triple rinsing of the material be sufficient, or does testing of the materials need to be completed?

Answer #16

The VA is considering the debris-regulated waste. It would be up to the contractor to prove that the regulated waste is deemed safe by a CIH at no cost to the VA.

The VA will make a final decision once the information is provided.

Question #17:

When does the VA intend to obtain a variance from IDEM re: asbestos abatement?

Answer #17

The NEPA document is signed

Question #18:

Has the second floor been deemed unit for occupancy by an official or through the inspection? If a contractor wanted to access the second floor to complete an asbestos inspection and abatement, what would the VA require for access to the second floor?

Answer #18

The building is condemned and unsafe to enter. Therefore, all debris will be considered regulated waste and shall be disposed of as such. Water cannons will need to be provided by the contractor as a means of dust control.

Question #19:

Is the project tax-exempt or taxable?

Answer #19

Yes

Question #20:

Please confirm the Supervision requirements for this project.

a. Can the Site Superintendent perform the duties of the QCM and SSHO if they fulfill the requirements for each role?

Answer #20

The superintendent can fill multiple roles if they meet the requirements

Question #21:

Must all be asbestos be abated, or will the VA allow us to leave some or all of it in place.

The document states that the RACM must be removed; however, there is no RACM in the survey information provided.

Answer #21

The ACM must be removed and treated as regulated waste

Question #22:

Is the VA going to have the contractor perform a survey of the second floor? It was stated that the stairwell door was inaccessible, so no survey has been done of the second floor. Will an additional site visit for assessment be scheduled?

Answer #22

The building is condemned and unsafe to enter. Therefore, all debris will be considered regulated waste and shall be disposed of as such. Water cannons will need to be provided by the contractor as a means of dust control.

Question #23:

Was a site survey/assessment made of the existing crawlspace?

Answer #23

A site survey was not made of the existing crawlspace

Question #24:

Can you provide an overall site plan for landscaping requirements?

Answer #24

Landscaping is not required except to replace the disturbed area with topsoil and seed.

Question #25:

Specifications:

• Section 02 84 00: Are existing light fixtures considered to have ballasts and lamps which need to be removed during remediation. Provide approx. quantity of fixtures/lamps to allow for accurate disposal costs.

• Section 32 12 16: Confirm that item 3.6 Application of Seal Coat is required for new asphalt paving

• Section 32 17 23 Pavement Markings:

o Item 3.4: confirm that items 1 and 2 are to be completed? Painting of entrance/exit islands and curbs. If painting is required, provide color, and if and wording is to be installed

• Section 32 90 00 Planting:

o Can hydroseeding be utilized instead of spreading of seed?

o Clarify depth of new topsoil to be installed in areas required o Item 2.7: is weed control fabric required?

o If the hydroseed is utilized, can 2.8 Erosion Control be removed?

Answer #25

• Section 02 84 00: The entire building will be treated as regulated waste. The number of ballasts is not known

• Section 32 12 16: The parking lot will not require a seal coat on the new asphalt

• Section 32 17 23 Pavement Markings:

o Item 3.4: 1 & 2 may be disregarded.

• Section 32 90 00 Planting:

o Hydroseeding may be used o Topsoil is to be a minimum of 4-inches deep. See Spec. 31 20 11 Section

3.5. Lawn Area, Item B.
