Question 1: Is this a tax-exempt project? If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?
Answer 1: Bidders are referred to solicitation provision FAR Part 52.229-3 Federal, State, and Local Taxes and shall comply with the provisions therein.
Question 2: Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only?
Answer 2: Because FAR 52.236-6 requires the superintendent to directly superintend the work it is not reasonable to expect a job superintendent to be able to directly superintend the work if spread across multiple projects, therefore the answer is the superintendent shall be dedicated full-time to this project only.
Question 3: Can the Superintendent fulfil multiple roles? If so, can they also fulfil the Quality Control role? What about the SSHO role?
Answer 3: Yes to both questions, if qualified and provide the proper credentials. The Superintendent shall be available on-site daily during construction.
Question 4: Will the VA provide a spot for the Prime Contractor to set up a temp office? Or should contractors include monies for a temp office, utilities, etc.? (We ask this because we know the VA has very little spare real estate). Will staging and/ or parking be an issue for this project?
Answer 4: Refer to Section 01 00 00 of the Specifications.
Question 5: Does the VA anticipate this project will require off hours work? If so, what trades or scopes will be required to perform off hours work?
Answer 5: It is anticipated that night and weekend work will be necessary. Refer to General Requirements 01 00 00.
Question 6: What is the depth of the Asphalt removals?
Answer 6: Refer to Plans and Specifications.
Question 7: The plans call for 4E1 (58-28) however in the same drawing set it calls for 3C, which one do they want?
Answer 7: Refer to Cross-Sections for Armstrong Road (only) on sheet C-10.0. Refer to Cross- Sections for VA internal roads sheet C-12.0.
Question 8: Solicitation calls for project duration as 180 calendar days from NTP. 180 calendar days for work scope does not appear to be of sufficient duration for completion of all phases of work. Can POP be increased to 280 calendar days?
Answer 8: The period of performance as stated in block 11 of the SF 1442 solicitation changed from 180 calendar days to 225 calendar days. It is expected that final restoration of all seeded/planted areas will be completed prior to the end of the fall planting season of this year.
Question 9: Will the VA consider receiving an email delivery of the bid? Due to the Covid-19 situation and many people working remotely, delivery to many locations has not been possible.
Also have any changes been made for the bid delivery location? We are requesting that any modification to delivery been provided as early as possible rather than being posted earlier to the bid date.
Answer 9: Bids will not be accepted via email. Bids that are hand delivered, submitted by commercial carrier (e.g., UPS, FedEx) or US Mail shall be addressed, or hand delivered to:
Department of Veterans Affairs, Network Contracting Office 10 5500 Armstrong Rd. Bldg. 9 Room 105 Mail code: 515/90VC, Battle Creek, MI 49037 (this Bid submission address changes the address cited in block 8. of the Standard Form 1442).
