SPECIAL NOTICE – NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs (VA), Ann Arbor Healthcare System, Ann Arbor, Michigan, has a requirement for an upgrade to an existing Corps Biologic LLC, Zeiss FORUM Eye PACs system. This proposed action supports the Ann Arbor VAMC in their efforts to replace the legacy electronic health record, VISTA, with the new electronic health record, Cerner. As part of this Cerner implementation, a procurement is required to integrate the existing Zeiss FORUM software with the new health record, which requires the additional licenses for the Zeiss FORUM Server. The delivery and installation of the software, test server and upgrades must be completed by September, 2021.
Network Contracting Office (NCO) 10 in accordance with FAR 13.106-1(b), Soliciting from a Single Source, intends to negotiate on a sole source basis with Proaim Americas, LLC for services to provide this required update and to integrate the existing system with Cerner health record. NAICS 511210 applies; the small business size standard is $41.5 million. The contractor shall perform the services for the period of contract award for one year.
This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government and competition would be advantageous. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Responses to this notice are due on or before Monday, July 12, 2021 at 12:00 p.m. Eastern Time to Kelly Poole, Contracting Officer, via email at Kelly.poole@va.gov.
