RFQ 36C25021Q0871 QUESTIONS AND ANSWERS

1. Question: Could you please tell me if the Pre-solicitation posted as solicitation number 36C25021Q0871 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

Answer: The Pre-solicitation Number is 36C25021Q0871_1, the Solicitation Number is 36C25021Q0871. This solicitation is a new requirement.

2. Question: If possible, can you please provide the most recent contract or task order number?

Answer: This is a brand-new requirement with no prior contracts.

3. Question: Please reconcile or explain the difference between B.2 PRICE/COST SCHEDULE and the Routes described on pages 11 and 12. Items 0001 and 1001 do not appear to have a specified Route. Items 0002 and 1002 match the Route on pages 11 and 12 but are described as two days per week in the Price Schedule v. five days per week in the Route description.

Answer: Correction needed. Travel will consist of Fort Wayne to Marion to Muncie (if Patients are available there) to Richard Roudebush VA Medical Center and back Monday through Friday. This goes for both the base and the option year. Line item 0002 and 1002 have been deleted and a new Price Schedule has been provided below. Please refer to the Performance Work Statement (PWS).

4. Question: Should the PRICE/COST SCHEDULE reflect the number of days per year (“DY”) after deduction of expected holidays?

Answer: Yes, total days are 260.

5. Question: Under TASKS AND REQUIREMENTS, the Motor Coach is required to have Handicap Accessible Restrooms. ADA motorcoaches do not provide this. Given the length of the route, we could arrange to let a wheelchair passenger exit the coach at one of the stops for relief. This could either be built into the schedule or dealt with on an as-required basis.

Answer: As required basis is acceptable, if no other available option exists.

6. Question: Also, under TASKS AND REQUIREMENTS, there is a requirement that the coach be five (5) years of age and less than 100,000 miles. Does this apply at the beginning of the contract or at all times during the contract? If properly maintained, motorcoaches can provide reliable service for more than 1,000,000 miles. We suggest that you consider retaining the five (5) years old standards, change to 250,000 miles maximum, and make these effective at the beginning of the contract. This will provide good value to the VA.

Answer: Agreed. Five (5) year old standards are retained, and 250K miles maximum is acceptable. Effective beginning of the contract.

7. Question: Question regarding the specs you are looking for. I read through the attached document and didn’t see a specific size requirement. Which class type is required? In addition, what the proposed budget for the project?

Answer: 47 passenger, Class Type B CDL is required. The Government IGCE is not public information and cannot be disclosed.
