Questions and Answers (in Green) below:
· Please provide AF single lines for Bldgs 5, T6, and 19. They are not included in the provided Apogee AF drawing set available for download
– We do not have one-line diagrams for the WTS campus outbuildings, but here is the panel information:
Bldg T6:
1. Panel A.
1. Panel B.
Bldg 19:
1. Panel 19DP.
1. Panel 19EDP.
1. Panel 19GDP.
1. Panel 19EM.
1. Panel 19PPH.
1. Panel 19CE1 (office area).
Bldg 5:
1. Panel Bldg 5-5LN1.
· Can a schedule of breakers to be tested by equipment assembly (ie panelboard designation, distribution board designation, switchgear lineup designation etc) be provided for each building. Schedule to include breaker frame size, voltage, and model type including electronic trip units if applicable. This is requested for estimating of labor for testing of all breakers. The pdf document for the breaker schedules could not be found at https://sam.gov/opp/49b764c82b1642b7a4a950d41eedc97d/view as of 7-1-2021
- The Arc Flash document contains all of the required information. (CO has confirmed that the documents are available for download at this location - SAM.gov).
· Please provide a description or list of the electrical tests required for “all” breakers. The Statement of Work (SOW) references NETA and NFPA70B as applicable standards and SOW para 2.a calls for all breakers to be tested. Which of the electrical tests called out in NETA MTS para 7.6.1.1.B are required for all breakers. Similarly NFPA-70B para 11.10 specifies testing of LV circuit breakers. Which sub paragraphs of para 11.10 apply to all breakers
– We will require the following for all WTS panel work:
1. Clean the panel (inside and outside).
1. Exercise all breakers within the panel.
1. Check wiring for tightness (i.e. good connection).
1. For all breakers 600A and above, remove each breaker, bench test the breaker, and then reinstall the breaker.
· What is the VA policy regarding removing/reinstalling bolted panels on live gear in order to IR scan? Can fixed covers be removed/reinstalled on live gear where the incident energy exceeds 8 cal/cm2?
– Each panel has been labelled with an Arc Flash label that provides the panel’s power requirements and the proper PPE to be worn when working within that panel. Follow the Arc Flash rating on each panel. Plan to infrared all energized panels that are connected per riser.
· Does the 600A bench testing threshold apply to the breaker frame size or the breaker trip rating?
– It applies to the breaker frame size.
· Are transfer switches part of the work scope?
– Yes. Infrared lugs. Ensure that there are no damaged lugs.
