3. When filling out the past performance questionnaire, they are asking for the meaning of O A S M U for the first 7 questions. I review the solicitation and cannot find the “actual” meaning.
Answer: O-Outstanding, A-Above Average, S-Satisfactory, M-Marginal and U-Unsatisfactory
4. Is it possible to get a copy of the current bid schedule?
Answer: A copy of the pricing schedule is currently on this document and located in the solicitation. If an offeror is interested, they submit a quote based on the solicitation requirements by 7-30-2021 by 3 pm est. by email
5. Also, in the word document that you provided for the bid schedule, there are items that do not have an estimated quantity. Is it correct to assume that we do not need to provide pricing for these waste streams since there is no quantity listed? Example: Item numbers 42 through 49 and multiple others.
Answer: Please fill in the unit price for each item. If there is no quantity number next to an item, please use the number one (1) for the quantity
6. The incumbent is Earth Smart, do you have the current obligation number associated?
Answer: the current Contract Number is 36C25021P1097 for the POP of 5-1-2021 through 10-31-2021
7. Please explain how the contracting office for this solicitation interprets the FAR on subcontracting.
Answer: Regarding the limitation on subcontracting, on page 38 of the solicitation under VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING—MONITORING AND COMPLIANCE (JUL 2018) discusses it.
8. We are a full service SDVOSB contractor meaning we do all the work, as compared to others who simply subcontract. There is no FAR subcontracting signature page or the new VA limitation on subcontracting and designation page for listing limits and percentages the bidding company plans on subcontracting. Is that to be included on another amendment?
Answer: On page 62 of the solicitation discusses “Service-disabled veteran-owned small business concern.” In addition, please see answer number 7 again regarding limitation on subcontracting. Regarding the limitation on subcontracting on page 38 of the solicitation under VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING—MONITORING AND COMPLIANCE (JUL 2018) discusses that. No other amendment regarding these is planned to be generated at this time.
9. Does the contracting office have the pricing matrix in an excel document for ease of completion?
Answer: the pricing matrix is available on pages 23-27 in the solicitation. A contractor can submit their pricing in the solicitation, can use the pricing schedule in this Questions and Answers Amendment, cut and paste pages 23-27 into a word document or create their own excel document. However, the contractor wants to submit their pricing is fine. Please make sure it is submitted by email by the required date.
10. Previously asked Question #4 on Amendment 0002 Is the incumbent pricing schedule (Current) available since this is public information.
Answer: The current amount for Contract 36C25021P1097 is $180,000.00
