INTENT TO SOLE SOURCE

The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for an Oculus Pentacam AXL for the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to MellingMedical, 658 South Columbus Street, Alexandria, VA 22314. It is the Government’s belief that the Belin/Ambrósio Enhanced Ectasia view is the only screening tool to combine anterior and posterior corneal elevation data with an evaluation of corneal thickness progression in a concluding parameter, referred to as Index D. In addition to this allowing for greater overall accuracy in diagnosing ectasia it can, in particular, predict the early detection of this disorder. This specific technology of the Pentacam AXL, OCULUS, Inc. DICOM Software determines the progression of corneal thickness across an array of concentric rings centered on the thinnest point and reaching into the periphery. Two elevation maps are generated, one based on a standard reference surface and the other on an enhanced reference surface, and the differences found between them are shown in a color code to facilitate evaluation: green for unremarkable, yellow for conspicuous, and red for potentially pathological. These features make the Pentacam AXL, OCULUS, Inc. DICOM software unique and sole source.

IAW FAR 13.106-1(b), this contract action will be established with a single source, MellingMedical, because the original equipment manufacturer of the Pentacam AXL, Oculus, Inc., has furnished documentation delegating MellingMedical as the sole distributor for the Pentacam AXL into the Federal Government.
