1. The purpose of this amendment is to:
a. Update the Contract Specialist taking over this requirement,
b. Update the requirement period of performance;
c. Remind offerors that the question-asking period of time for all vendor questions has already expired, and
d. Answer industry questions. (Please see answers attached.)
2. Contract Spec ialist Jeanne Ortiz at jeanne.ortiz@va.gov is to receive all offers to the RFQ by the due date and time.
3. The period of performance is updated to a base year with an estimated term of 10-01-2021 to 09-30-2022, and four available option years, at Gov ernment discretion. CLINs 2001, 3001 and 4001 are added -price schedule attached
4. The question-asking period expired on 06/07/2021 at 10:00 AM. No additional vendor questions will be answered.

Answer: Yes

Answer: 68 times in 2019 and 52 times in 2020

Answer: This will be determined by the monitoring system. However, we estimate between 2- 6.
b. Cardboard Compacting Services, quantity 12, unit-month – how many hauls and tons are estimated to be produced each month?
Answer: That depends on the compaction ratio of the equipment. Better compaction means less hauls and more tons per haul.
c. Construction Bulk Waste Services, quantity 12, unit-month – how many hauls and tons are estimated to be produced each month?
Answer: 64 hauls/124.04 tons in 2019 and 64 hauls/110.02 tons in 2020
d. Scrap Metal Services, quantity 12, unit-month – how many hauls and tons are estimated to be produced each month?
Answer: 17 hauls/50.78 tons in 2019 and 17 hauls/38.93 tons in 2020
e. Yard Waste Services, quantity 12, unit-month – how many hauls and tons are estimated to be produced each month?
Answer: Yard waste for 2019 had 10 hauls and 4.85 tons total, and for 2020 it was 6 hauls and 2.91 tons total.
f. On-call, 40-yard walk-in, steel roll-off container, quantity 12, unit-month – how many deliveries/hauls are estimated, and what are the estimated tons per service?
Answer: These tonnages are within the 30-yard bulk waste tonnage. They were not separated. Tonnages per service were 4.85 tons in 2019 and 2.91 tons in 2020.
g. Emergency Pick-up Services, quantity 12, unit-month – how many times per month are estimated for this service?
Answer: It is difficult to gauge how many emergencies may or may not come in a month.
h. Consultation, waste auditing and assistance to establish a recycling program to reduce overall solid waste, Base period: Quantity 1, Unit of Measure EA. Option Year 1-Option Year 4, Quantity 2, Unit of Measure EA – please describe in detail what is required for this line item and define the expected deliverables.
Answer: There are many different ways to conduct a waste audit and the VA will not prescribe the way to complete the audit but we will approve or disapprove plans presented based on the data that will be generated from the audit. A waste audit is a method for analyzing an organization’s waste stream. The goal is to discover what types and quantities of waste (paper, plastic, food, etc.) we produce within a given timeframe – usually a week. Auditing also measures how much waste is recycled versus thrown out and determines which are the best items that can be recycled that are currently going into the waste stream being audited.
19. Question: Section B.3 Price/Cost Schedule outlines a POP to begin 07/01/2021 through 6/30/2022 with a 6-month extension following. Is this only a base year (plus extension) contract?
Answer: This is a base contract with four available option years at Government discretion to exercise.
20. Question: Can the following photos be provided to understand service, placement, and procurement?
a. Pictures of each container and dock areas where applicable?
