Karen Williams Contracting Officer Solicitation 36C25021Q0133 – Amendment 0001 Questions (Q) and Answers (A)

Q1 - From award to expected start, do you have a rough time frame so I can understand the estimated turnaround time available to ramp up positions? This typically would not be concerning, however, with COVID and reduction in staffing requires a ramp up time to onboard at least 36 FTE.

A1 – This is an urgent need so we would like an immediate start with credentialing process and background investigations so that all locations can be fully staffed asap.

Q2 - How many thermometers are required for locations ED, CLC, Main Lobby?

A2 – ED – thermometers (3) CLC – thermometers (4) Main Lobby – Thermometers (2) Primary Care Thermometers (2)

Q3 -Who are the Government approved PPE providers?

A3 – We do not have a preferred provider. The equipment just need to meet Medical and CDC guidelines.

Q4 - How will the pending presidential executive order on minimum wage on Federal contracts affect this opportunity?

A4 – The policies of the U.S. Department of Labor, Wage and Hour Division will be followed.

Q5 -What medical certification does the Contractor Lead require or is the desire for that person to resemble the Screeners’ backgrounds?

A5 – Contractor Lead is not required to have any medical certification, He or She will follow Screener requirements.

Q6 - Who is required to provide the badges? If the requirement is for the contractor to provide the badges, what is the required format/content?

A6 – The Dayton VA will provide the badges for the contract staff pending favorable background Adjudication.

Q7 - On page 10, Section D Contractor Responsibilities Item F.d requires the contractor to provide facility orientation to all door screeners staff. Where do we get the materials required to develop a briefing for the facility orientation?

A7 - The Dayton VA will provide the Contractor Lead with all facility orientation documents.

Q8 - On page 10 Section D Contractor Responsibilities Item F.g, the contractor is required to attend VA Customer service training. Will this training be Government paid training?

A8 – Yes- On Day One Orientation to the Campus.

Q9 - On page 15, Visitor Guidance Sheet, item 4, who will be providing the masks for those persons who do not have one?

A9 – The Medical Center will provide the masks to the Veterans, their beneficiaries, and the public. The Contractor will be expected to provide masks for all contracted screeners.

Q10 - On Page 15, Visitor Guidance Sheet, item 4, Who will provide the radio to contact Police if a person refuses to wear a mask?

A10 – The Medical Center will provide the radio.

Q11 - What are the specific levels within the Wage Determinations the Gov’t is expecting as experience qualifications?

A11 - 01042 Customer Service Representative II; 12071 LPN I; 12224 Nursing Assistant IV; and 12312 Registered Nurse II

Q12 - On Page 48, Submission of Quotations, (3) Technical, Is the Government requiring unrestricted licensure documentation be submitted with the proposal for the specific RN and LPN that will be employed to meet the contract requirements of this solicitation? This seems to contradict page 11, Contractor Responsibilities, F.i, “Within seven (7) days after receipt of award notification, the contractor shall provide evidence of required training, certifications, licenses and any other qualifications required for this contract.”

A12 – The requirement to provide documentation for RN and LPN showing full and unrestricted licensure for the State of Ohio and BLS certifications for clinical staff is to ensure the applicants are qualified to fill the position. The information required within 7 days after receipt of award is the documentation required for credentialing and onboarding processes.

Q13 - On Page 8, the solicitation states “Credentialing (verification of education, licensure, National Practitioner Date Bank reporting, etc.) – must be completed by our Credentialing Office and the credentialing file then approved by the ADPCS”. What is the normal time the credentialing office and ADPCS approval take to complete the credentialing?

A13 – The normal timeline for credentialing of a contractor varies. Much of it is dependent on the response times from educational institutions, state licensing boards, NPDB query and references. A general timeframe is 2-3 weeks.

Q14 - On Page 8, there is a requirement to fingerprints. Who will be performing the task to collect the RNs, LPNs and NAs fingerprints?

A14 – Once credentialing is completed and they are approved, they would go to any VA Badge Office Location for fingerprinting. See link for locations. https://www.osp.va.gov/Badge_Office_Locations.asp

Q15 - Is the background investigation part of the Credentialing process? If not, how long does it take to get a background investigation completed by OPM?

A15 – Credentialing and background investigations are separate processes. The time it takes for a background investigation falls largely on the individual completing the contract security request forms timely and correctly the first time. It typically takes VSC 7-10 business days after receipt of an acceptable packet. An individual may begin work on the contract with a favorable National Criminal History Check (NCHC) determination from VSC while OPM continues the investigation process.

Q16 - Is there an incumbent performing these requirements currently? If so, who is the incumbent?

A16 - No

Q17 - We currently provide screeners at several Vas and they provide the below supplies we provide employees

a. The Contractors shall provide their own equipment and PPE Supplies for scanning purposes, including Mask, Gloves, Goggles/Face Shields and Touchless Thermometers) that is FDA or VA approved and meet all applicable OSHA and NISOH guidelines and standards

B. Contractor-Furnished Equipment and Supplies. The Contractor shall furnish and maintain in acceptable condition, at no cost to contract, all items of equipment necessary to perform work required by this contract, and additional items as needed, within reason.

Please check into this if they will be providing PPE and testing supplies for this or not per the above.

A17 – All Testing supplies will be provided by the Medical Center. The Contractor shall provide Mask, Gloves, Goggles/Face Shields and Touchless Thermometers for contract staff.

Q18 - Are we able to use sub-contractor past performance?

A18 – Only the prime’s past performance will be evaluated.
