Reginald Williams Contracting Officer

Question 1: What is the anticipated award date for the project and how long after will NTP be issued?

Answer 1: Bidders will be required to provide a 120-day bid acceptance period (see Block 13 d. of the solicitation SF 1442). Award can be made by the Government anytime within the bid acceptance period. After award the successful offeror will be required to provide Payment and Performance Bonds within ten (10) calendar days and thereafter the Notice to Proceed (NTP) will be issued within a reasonable period of time.

Question 2: Reference drawing GI101- Will there be any contractor down time between phases for the VA to move staff? If so how many days?

Answer 2: Phase 1A & Phase 1 are to be done concurrently. Only one 4-week shut down required before the contractor moves-on to Phase 2. Contracting to issue a suspension of work after Phase 1 is complete. The 4-week shut down is not part of the 365 days POP.

Question 3: What is the sound rating for the doors on this project? 411, 412, 413 all noted acoustically rated doors. However, information is needed on the rating.

Answer 3: Refer to specification 08 11 13, Hollow Metal Doors, 2.1,A,3 for required STC rating for acoustical doors.

Question 4: The drawings indicate that after each phase is complete, the spaces will be turned over to the VAMC. Does this entail that there will be separate warranty periods that will be issued after each phase?

Answer 4: No, The Contracting Officer may issue a notice of Beneficial Occupancy in accordance with FAR Part 52.236-11 Use and Possession Prior to Completion - The Government shall have the right to take possession of or use any completed or partially completed part of the work. Before taking possession of or using any work, the Contracting Officer shall furnish the Contractor a list of items of work remaining to be performed or corrected on those portions of the work that the Government intends to take possession of or use. However, failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract. The Government’s possession or use shall not be deemed an acceptance of any work under the contract.

Question 5: What is the bid submission requirement for this solicitation? Email, hand delivery, or mail? Is more than one option available?

Answer 5: See solicitation form SF 1442 block 7 for the address to deliver bids.

“Commercial Carriers” should be used for delivery of proposal/bids to the Frank Lloyd Wright as USPS does not deliver to that location.

Question 6: Is this project tax exempt? If yes, can a tax exemption letter be provided?

Answer 6: Bidders are referred to solicitation provision FAR Part 52.229-3 Federal, State, and Local Taxes and shall comply with the provisions therein.

Question 7: AE302 notes that the patient lift system is to be provided by the VAMC and installed by the contractor. Then states that the Manufacture is to install. Could the contact/representative for the MAXI Sky 600 information be provided? Please confirm all the parts and materials are provided by the VAMC and the GC is only contracting the manufacturers installer of the system and that the General Contractor will have to carry the manufacturer’s install number in their bid submission.

Answer 7: The lift provider (ARJO) will provide the final track support, bracing layout, and detailing for the contractor to install. The lift supplier installs the track to the supports and installs lift and adjusts for final commissioning and turnover. Refer to sheet S-401 details D3 and F3 for typical details. GC shall coordinate specific required anchorage with ARJO (Lift manufacturer).

Question 8: Reference Drawing AE101 – Is there existing spray fireproofing that will require patching for new items mounting to the deck?

Answer 8: Patch and repair existing spray fireproofing as necessary. Refer to added specification 07 81 00, Applied Fireproofing.

Question 9: Referencing Drawing AE301 – Mark 15 of the equipment schedule notes the VA will provide the patient lift. The notes indicate the contractor to provide lift support. What type of support is needed by the contractor aside from installation of the lift itself and electrical connection?

Answer 9: AE response-See Sheet F3/S-401 for proposed lift support framing for the lift tracks. The vendor (ARJO)will provide final support design, what is shown is the expected supplemental framing for bidding purposes, final configuration to be provided by lift supplier.

Question 10: Refencing drawing AE301- Mark 16 of the equipment schedule notes a vendor to install the camera. Will the VA cover the cost for the vendor to install the camera? If not is there a preferred vendor?

Answer 10: The camera basis of design is Axis Communication 212PTZ/212PTZ-V network camera. The VA vendor will install the cameras.

Question 11: Drawings S-004 states that the contractor is to provide seismic force restraint shop drawings and calculations by a structural engineer. Are these drawings in addition to the seismic bracing details on pages S-004 and S-401? What are the additional drawings that are needed? What deliverables is the General Contractor to provide?

Answer 11: Equipment and other non-structural component bracing details are as shown on drawings referenced. Submittal shall provide a coordinate final layout of such bracing for final layout of piping, ductwork, etc.

Question 12: General Note #9 on page S-001 states that the GC is to hire a structural engineer, who is to provide a review and design of all necessary shoring and bracing needed for construction. These drawings and details look to be provided on S-003 and S-004. Can clarification be provided on what design and review the structural engineer is to provide? What is the structural engineer’s scope?

Answer 12: This is a means/methods requirement for temporary formwork/shoring/support of any work prior to the final condition/final connections shown on the drawings are installed. No substantial temporary shoring or formwork is anticipated on this project.

Question 13: If a structural engineer is required, is he/she required to verify and stamp the existing structural drawings?

Answer 13: No, existing drawings are signed and sealed and there is no expectation of assuming engineering responsibility over these drawings. Submittal drawings requiring additional connection design, seismic bracing, detailed coordination/erection/connection design or other temporary structural work not shown on the construction document set shall be provided signed and sealed. For example: final lift layout, support and connections are typically signed by the lift supplier engineer for final fabrication/install.

Question 14: Sheet GI-101 Phasing Plan Notes. Phase 1-A Contractor shall be gowned per Hospital instructions. This is at the ceiling removal area. Can this ceiling remain open for a duration? Sheet ET-101 has an area of cable tray work between column lines A and C. General Note B indicates possible after hour work? Is this the area that requires workers to be gowned?

Answer 14: Gowning requirements for contractor when temporarily enters OR area are as follows: a bunny suit is required, this of course includes all other items (shoe covers, hair net, beard cover).

The ceiling system should not be left open due to the infection control requirements in this area, unless appropriate infection control measures are implemented to accommodate longer periods of work which require the ceiling be left open.

The contractor is expected mainly to utilize containment carts for isolated area work as it progresses above the ceiling for MEP work and ceiling replacement itself.

Gowning in this area is required and the work area shall be cleaned and inspected prior to VA work each day.

Question 15: 3 5/8” studs or 4” studs? Confusing match existing?? Details Sheet AE- 702 Details C – D – E – F & G show 4” studs 3 5/8” Runner/track and finished wall dimensions equal to 3 5/8” stud thickness. Which is correct?

Answer 15: All required studs shall be 4” studs.

Question 16: Sheet AD-101 note #18 – Remove fixed shelving and base. This is indicated at one location. There appears to be a lot more fixed shelving than that.

What is to be done with the additional shelving?

Answer 16: Remove all fixed shelving within the project scope area. Contractor shall verify quantity. Per note B on AD101, “Prior to the start of demolition, contractor shall walk to space With the architect and C.O.R. to identify any items to be turned over to the government.”

Question 17: Sheet AD-101 note #20 - Re-locate movable shelving. Is this in reference to the wire shelving units?

Answer 17: Note 20 on AD101 is erroneous and pertains to fixed shelving units.

Question 18: Who is the new movable file system manufacturer/installer? Need to know tolerance to level floor.

Answer 18: Mobile file system is by the Casper Corporation. The basis of design is Space Saver Wheelhouse, high density storage units.

The Specified Overall Flatness (SOF f) should be 35 or higher, SOF-L should be 25 or higher, which corresponds to a “flat” designation, ¼” maximum gap at 10’ is the standard for 90% compliance, 100% compliance is 3/8” maximum gap which should be ensured at the system.

Question 19: Sheet EP-101. Med Gas Alarm panel. Indicates RP-42B-22 (normal power) does this alarm panel need to be on Emergency/Critical power? This can probably be asked in an RFI after award.

Answer 19: The medical gas alarm panel is normally fed from the emergency Life Safety branch. However, because there are no actual patients’ normal power is acceptable.
