About this file

This is an amendment to a solicitation for orthotic appliances and related services. The Department of Veterans Affairs seeks to establish multiple blanket purchase agreements to provide orthotic appliances, braces, diabetic shoes, inserts, elastic supports, stockings, compression garments and other devices, as well as repairs, to veterans in Ohio, Indiana and Michigan. The period of performance includes a 12-month base period and four 12-month option periods. The amendment updates points of contact, provides questions and answers, requests a list of serviced facilities, clarifies pricing details, and adds provisions for consideration of submissions and on-ramping additional awards.

CONTINUATION PAGE

5 – A list of FY2020 HCPC codes will be uploaded to Contract Opportunities.

6 – The following CONSIDERATION OF QUOTERS UNDERSTANDING SOLICITATION is being added as a provision to the solicitation.

CONSIDERATION OF QUOTERS UNDERSTANDING SOLICITATION

(a) This solicitation is a standing solicitation from which the Government contemplates award of multiple

Blanket Purchase Agreements (BPAs) for supplies/services listed in the Schedule of Items Description. This solicitation will remain in effect unless replaced by an updated solicitation.

(b) There are set date(s) for receipt of offers; therefore, offers may be submitted for consideration prior to or on the dates following the initial round of submissions.

(c) A Offeror may be rejected if an offer fails to meet timeframes established by the Contracting Officer either to address deficiencies in the offer or to submit a final offer revision. A resubmission(s) is permitted;

however, it may be rejected immediately if it is still deficient in the area(s) that caused its initial rejection.

(d) The anticipated period of performance will include a 12-month base period and four 12-month option periods to be executed at the Government’s discretion, unless terminated pursuant to the termination clauses of the agreement.

7 – The following BPA ON-RAMP is being added to Section B of the solicitation.

AGREEMENT ON-RAMP

This solicitation is considered open for two (2) years from the date issued; however, it will have set dates when offers are due which will be communicated via Contract Opportunities- https://beta.sam.gov/. Offers are only being accepted prior to or on those dates following closure of the initial round of submissions. The

Government will evaluate the market to determine if it is in the Government’s interest to award Orthotic

Appliances and Related Services BPAs to additional qualified firms by employing “on-ramp” procedures following the initial selection and award. The Government reserves the right, based upon the evaluation of the market, to accept new offers with the intention of adding awarded agreements to provide the

Government with better buying power. Offers will be subject to the same offer instructions and evaluation procedures as contained in the original solicitation. Previously awarded BPAs will be unaffected by on-ramp actions taken to refresh the BPA pool. On-ramping will be accomplished by either issuing an amendment to the solicitation or via a notice to Contract Opportunities- https://beta.sam.gov/. Any Offeror awarded a

BPA during an on-ramp will be subject to the established ordering period at initial award and as identified in the STATEMENT OF WORK at the time of initial BPA award.

There are no other amendments to the terms and conditions of this solicitation as a result of this amendment. All other terms and conditions remain in effect.
