About this file

This document contains an amendment to a solicitation for a nurse practitioner to perform medical officer of the day services. The Department of Veterans Affairs Northern Indiana Health Care System seeks to award a firm-fixed price contract with a one-year base period and four one-year option periods to provide around-the-clock and weekend medical coverage for its seven inpatient units and residential recovery program. The amendment extends the response deadline to May 26, 2020 at 2:00 pm EST and answers fifteen questions from potential offerors to clarify requirements. Key details include the scope of inpatient medical services to be provided, available staffing support, average patient volumes per unit, acceptable personnel scheduling and rotation approaches, security clearance and credentialing processes, and notice periods in the event VA hires its own full-time staff.

SOLICITATION 36C25020Q0459

NURSE PRACTITIONER / MEDICAL OFFICER OF THE DAY

Amendment 2 - Questions and Answers (Q & A) Answers will be in RED

Q1. Are there any incumbents or is this a new contract?

A1. This is a new requirement

Q2. Experience required states “ (2 year minimum) Nurse Practitioner(s)/Medical Officer of the Day(MOD)” Do you require the Nurse Practitioner to have 2 years experience as a MOD or at least 2 years of experience providing care as a Nurse Practitioner?

A2. 2 years as a Nurse Practitioner

Q3. The SOW lists “ Inpatient Care: NP’s shall provide geriatric, medical and/or mental health inpatient services for 5 Veteran Community Living Center units: One Hospice/Palliative Care unit; Two Geriatric Psych units, one Dementia and one Skilled Care Rehabilitation; and Two Mental Health inpatient units, which includes Acute Psych and Chronic Psych. “ Are all of the Services provided by the NP at the VAMC Northern Indiana HCS campus in Marion, IN?

A3. Yes. NP will be covering all areas of VANIHCS which include 7 inpatient units, 1 residential recovery program, and employee health needs.

Q4. What support staff is available during the night shift? Weekend shift?

A4. The AOD (Administrative Officer of the Day) will always be available after hours, off tours, weekends, etc. The Urgent Care physician (day MOD) would be available to consult with, along with a Mental Health provider. We currently have physician’s that are the MOD’s now. Each of our units will also have a licensed nurse(s) on all tours.

Q5. What is the avg volume per night for each unit?

A5. Palliative/Hospice Unit- 1721B: 20 Geriatric Psych- 1721C: 20 Dementia- 1721E: 22 Skilled Rehab- 1722B: 22 Geriatric Psych- 1722C: 20 Acute Psych- 1851N: 8 Chronic Psych- 1851S: 18 SARRTP (substance and rehab program)- 15 until COVID is no longer an issue, then up to 26.

Q6. If the offeror has only two NP related past performance and one other healthcare provider past performance, is this acceptable?

A6. Yes. In accordance with the Addendum to FAR 52.212-1, Instructions to Offerors on page 61 of the solicitation, please only submit business references who have first-hand knowledge of performance relative to the same type of services during the last three (3) years.

Q7. Please provide details about how many regular hours each employee is required to work.

A7. PWS states “Contractor Nurse Practitioner Schedule: 7:00pm through 7:00am Monday through Friday; 7:00pm Friday through 7:00am Monday; (entire weekend); and 24-hour coverage on Federal Holidays.” It is up to the contractor to decide how they will manage their NP staff in order to meet the PWS requirements. Keep in mind, the sub-contract line item number (SUB-CLIN) in the pricing table under B.2 Schedule of Services beginning on page 6 of the solicitation, only allows for regular hours and holiday hours, overtime hours are not authorized and will not be reimbursed.

Q8. Please provide details about how many holiday hours each employee is required to work.

A8. See A7.

Q9. Can the sub-contractors past performance be counted?

A9. No.

Q10. Could you clarify if you are looking for the contracting company to staff the entire schedule i.e. 24/7 coverage by an NP. If the above is Yes, does it matter which schedule the NPs do (7on/7off)/(M-F and another NP weekends) as long as the schedule is covered?

A10. See A7.

Q11. Why was the date moved forward from Tuesday, May 26, 2020 to Monday, May 25, 2020 which happens to be Memorial Day?

A11. This was a mistake and the solicitation will be amended to reflect May 26.

Q12. Is there a limit to the number of Key Personnel – Nurse Practitioners – we are allowed to submit? If so, how many?

A12. There is no limit; however, all proposed staff must be credentialed and available for scheduling.

Q13. Given the duty is after hours, weekends, and holidays, what is the acceptable rotation of personnel for this assignment?

A13. Same as the answer in A7, it is up to the Contractor to decide how they manage their NP personnel to meet the requirements.

Q14. Will all Key Personnel assigned to this contract go through security clearance checks together? As an example, we are planning on 7 to 10 key personnel and rotate them to address any burnout given the duty hours.

A14. All proposed key personnel will be credentialed and privileged before they are able to begin work under this resultant contract.

Q15. If the VHA hires full time personnel to fulfill the duties, what is the notice period? And, what will be the wind down period for the winning contractor?

A15. This really depends on the number of VA employees that are hired, and so far we have not been successful in hiring any NP MOD’s in the past year. We couldn’t give notice to the contractor of a new hire until the VA employee accepted a final offer, passed a background check and fingerprinting and made it through credentialing. Then we’d be able to have a start date. Usually start dates are based on pay periods so at a minimum it would be 2 weeks’ notice. However, there’d have to be a hand off period so probably 30 days’ notice minimum. At that time, a contract modification would be issued to reduce the scope.
