This amendment is issued to provide answers to questions for the Fire Alarm Testing and Inspection requirement. All Vendors MUST sign page 1, in Block 15a – 15c to acknowledge they received this amendment when submitting their quote. The submission of quotes date and time remains unchanged.

Q1. I have one question concerning the inspection forms. Do you have a preferred format that the customer uses, and can you provide a copy?

A1. Building reports uses an approved format

Q2. Joint Commission Documentation is not required?

A2. That is not correct. Reports should in TJC format using TJC EC standard 02.03.05

Q3. Sprinkler devices are all excluded and performed by sprinkler contractor?

A3. Yes

Q4. Does fire technician need to be onsite while sprinkler test are being performed?

A4. No

Q5. Upon award will the contractor receive building drawings with locations of devices?

A5. This information is listed in the fire alarm program

Q6. Can you confirm that the inspections will be required to be performed IAW with Joint Commission and VHA Standards Frequencies?

A6. Yes

Q7. Will inspections reports be required to be provided in VHA Joint Commission format with Element of Performance (EP) Breakout?

A7. Yes

Q8. Can elevator recall/shunt trip testing be performed during normal working hours? If not what timeframe can it be tested?

A8. All but building 330 can be conducted during normal business hours with prior notification given. Building 330 will need to be conducted outside of M-F, 0730-1730. This is normally conducted beginning at approximately 4am

Q9. Will the VA coordinate with VA elevator contractor to perform elevator recall/shunt trip testing?

A9. Yes

Q10. Can audio/visual devices be tested during normal hours?

A10. All except B-340/341, 330, 310, 320

Q11. Are there any areas of the VA that are required to be tested after hours?

A11. B-310 OR, See question 7 and 9

Q12. How many tamper switches are to be tested?

A12. Tamper switches are tested as part of the Sprinkler contract

Q13. Is fire alarm system monitoring to be covered under this contract? If so how many dialers are to be monitored?

A13. No

Q14. Is there information available about the nature of these partnerships (veteran-owned companies who are interested in partnering)?

A14. Refer to FAR 52.219-27, Notice of Service-Disabled Veteran-Owned Small Business Set-Aside (Nov 2011). Specifically (d)(1), “(d) Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for--

(1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns; …”
